Emperor Akihito plans to abdicate in favour of Crown Prince Naruhito, Japanese media reported.

He would be the first monarch to step downfrom the Chrysanthemum Throne in 200 years. 

Akihito, who has reigned since 1989, is 82, and has been cutting back onofficial duties because of ill health.

Vladimir Putin said Russia would start withdrawing the “mainpart” of its forces in Syria, saying their main objectives (officially, fighting terrorism; actually, keeping Bashar al-Assad in power) had been achieved. 

But Russia will keep its bases there and could quickly resume airstrikes. 

The Russian president’s statement came as Staffan de Mistura, the UN’s peace envoy, started preliminary peace talks in Geneva.

China rejected a ruling by the Permanent Court of Arbitration in The Hague, which found in favour of the Philippines in a caseabout territorial claims in the South China Sea.

The court said China’s nine-dash line, used to assert jurisdiction over most of the sea, had no legal basis. 

It also strongly criticised the building of artificial islands.
