US President Donald Trump and first lady Melania gave visiting French President Emmanuel Macron and his wife Brigitte Macron a framed section of upholstery from a chair in the White House's Blue Room. 

美国总统特朗普和第一夫人梅拉尼娅赠送给来访的法国总统马克龙和妻子布丽吉特的礼物是：白宫蓝厅一把座椅上的蒙皮。

The chair, which has a golden eagle surrounded by laurels, is part of a historic furniture suite inspired by French designer Pierre-Antoine Bellangé.

Bellangé was commissioned to create 53 carved and gilded pieces by former US president James Monroe, who had admired French décor while serving as a diplomat in Paris.

Europe's first national government-backed experiment in giving citizens free cash will end next year. 

欧洲首个受中央政府支持的、给公民免费发钱的实验将于明年终止。

Since January 2017, a random sample of 2,000 unemployed people aged 25 to 58 have been paid a monthly 560 euros, with no requirement to seek or accept employment. 

自2017年1月开始，芬兰政府随机选择了2000名25岁至58岁的失业公民，每月向他们支付560欧元，不要求受试者寻找或接受工作。

Any recipients who took a job continued to receive the same amount. 

即便此后找到工作，受试者收到的这部分钱也一分不少。

The scheme was aimed primarily at seeing whether a guaranteed income might incentivize people to take up paid work by smoothing out gaps in the welfare system.

The government has now turned down a request for extra funding from the Finnish social security agency, and said the payments will end next January.

It has also introduced legislation making some benefits for unemployed people contingent on taking training or working at least 18 hours in three months.

Monkey can't own copyright

A monkey in Indonesia cannot own the copyright to a smiling selfie it took, the 9th US Circuit Court of Appeals ruled Monday. 

美国第九巡回上诉法院23日裁决，一只印度尼西亚的猴子拍摄的一张微笑自拍照的版权不归这只猴子所有。

The court decided unanimously that animals may not sue for copyright protection.

该法院一致判决，动物不能就版权保护问题进行起诉。

The ruling came in the case of a monkey at a reserve in Indonesia that took selfies with a camera that was left unattended by a wildlife photographer in 2011. 

这一裁决是针对2011年印度尼西亚自然保护区中的一只猴子用一位野生动物摄影师无意中落下的相机拍下自拍照一案做出的。

The photographer later published the photos. People for the Ethical Treatment of Animals, known as PETA, sued him in 2015, arguing the copyright belonged to the animal. 

该摄影师此后发表了这些照片。美国善待动物组织(PETA)2015年起诉了这名摄影师，坚称自拍照的版权应该归猴子所有。

However, the three-judge panel of the court dismissed the lawsuit by PETA.

"We conclude that this monkey - and all animals, since they are not human - lacks statutory standing under the Copyright Act," the ruling said.

Facebook guidelines out

Facebook published 27 pages of guidelines Tuesday, called Community Standards, that it gives to its workforce of thousands of human censors.

The social network for the first time is opening up about its decision-making over which posts it decides to take down after coming under fire for its lax approach to protecting consumer data.

The guidelines encompass dozens of topics, including hate speech, violent imagery, misrepresentation, terrorist propaganda and disinformation.

Facebook said it would offer users the opportunity to appeal Facebook's decisions.

"We are trying to strike the line between safety and giving people the ability to really express themselves," said Monika Bickert, Facebook's head of global policy management.
