The first launch of SpaceX's Starship failed at stage one separation and exploded close to four minutes after it was launched from Boca Chica, Texas, on Thursday morning.

Starship experienced a "rapid unscheduled disassembly" before stage separation, according to SpaceX. "Today's test will help us improve Starship's reliability as SpaceX seeks to make life multi-planetary," the company tweeted. Teams will continue to review data and work toward the next flight test, SpaceX said.

SpaceX CEO Elon Musk took to Twitter, where he also is CEO, to congratulate the team on "an exciting test launch", adding that they "learned a lot for next test launch in a few months."

It was the second launch attempt by Starship after the first attempt was scrapped on Monday due to technical issues.

Discussions emerged after reports surfaced on social media platforms that the Hangzhou Public Security Bureau in the capital of Zhejiang province had published the full names of individuals who had assaulted others in public spaces and violated their privacy this year.

近日，杭州市公安局公开了一批行政处罚结果信息，在相关网页上可以看到，这些内容主要是对地铁、公交车上猥亵女乘客的违法者的罚款或拘留处罚决定。这些信息经过媒体报道后，迅速冲上热搜，引发网友热议。

These violations included touching others' bodies with hands or private parts, urinating on people, and filming private areas. Most of these incidents occurred in public places like subways, buses, staircases, and escalators, according to the reports.

这些案件的主要违法事实包括用手或隐私部位触碰、猥亵动作，或者是进行偷拍裙底等等。其中，大部分行为发生在地铁、公交、楼梯、电梯等公共场所。

The names of all violators were provided. The issue became a hot topic on Weibo later Wednesday, after a poll attracted more than 836,000 netizens who debated the issue on Weibo.

Over 800,000 respondents applauded the Hangzhou public bureau’s actions, saying that publicizing the names would effectively deter potential offenders.

An official from the public security bureau in Hangzhou told media on Thursday that releasing the full names of individuals who have received administrative penalties conforms with regulations. 

杭州市公安局相关负责人称，杭州市公安局公开这一批行政处罚结果信息的行为是合规的。

According to the official, Zhejiang province issued regulations on publicizing administrative punishments online in 2015. Per the regulations, it is compliant to publish the full text or part of the text of the written decisions, and the published parts should include the document number of the decisions, the title of the case, the names of the punished persons, institutes or the names of the legal representatives of punished companies.

这位负责人表示，《浙江省行政处罚结果信息网上公开暂行办法》经浙江省人民政府第39次常务会议审议通过，2015年1月15日浙江省人民政府令第332号公布。根据规定，在互联网上公开行政处罚结果信息，可以公开行政处罚决定书全文或者摘要信息。该办法还规定：前款所称摘要信息，应当包括行政处罚决定书文号、案件名称、被处罚人姓名或者名称、法定代表人姓名等。
