反食品浪费法草案初审

Catering service providers may face a fine if they encourage or mislead consumers into ordering excessive quantities of food that causes waste, and refuse to rectify the problem after being warned by market supervision departments, according to a draft law. The fine ranges from 1,000 to 10,000 yuan in line with the draft law, which has been submitted to the ongoing session of the Standing Committee of the National People's Congress, China's top legislature, for its first review on Tuesday. 

反食品浪费法草案12月22日提请十三届全国人大常委会第二十四次会议初次审议。草案规定，餐饮服务提供者诱导、误导消费者超量点餐造成明显浪费的，由市场监督管理部门给予警告，拒不改正的，处一千元以上一万元以下罚款。

The draft law requires catering service providers to guide consumers to order food in accordance with their actual needs. Their menus should include more information and offer different dish sizes, it said. Catering service providers can ask consumers who waste too much food to pay a fee based on the amount of their leftovers, it said. 

草案要求餐饮服务提供者引导消费者按需适量点餐，菜单应提供更多菜品信息及不同规格选择。餐饮服务提供者可以根据剩菜量对消费者收取相应费用。

The draft also clarifies the ban on making or broadcasting programs or videos related to excessive eating, noting that violators who refuse to correct the problem after being warned by cyberspace administrations will be fined from 10,000 to 100,000 yuan.

草案还明确，禁止制作、传播宣扬量大多吃、暴饮暴食等浪费食品的节目或者音视频信息。违反规定的，由网信管理部门责令整改，给予警告；拒不改正，处一万元以上十万元以下罚款。

2 / Education goes international

'十三五'教育开放结硕果

China's education sector made progress in going international during the 13th Five-Year Plan period (2016-2020), the Ministry of Education (MOE) said at a press conference on Tuesday. The total international joint-venture learning institutions and programs in China reached 2,332 in 2020. Among them, 1,230 joint ventures offer higher education, said Liu Jin, head of the Department of International Cooperation and Exchanges under the ministry. Between 2016 and 2020, 580 schools and programs jointly run by Chinese and overseas institutions were approved and put on record by the ministry, including 356 joint-venture universities.

教育部12月22日举行新闻发布会，介绍了"十三五"期间教育对外开放工作取得的成果。教育部国际合作与交流司司长刘锦表示，"十三五"期间，教育部共审批和备案中外合作办学机构和项目580个，其中本科以上356个。截至2020年底，现有中外合作办学机构和项目2332个，其中本科以上1230个。

Chinese institutions of higher learning have become vital partners of world-class universities, with an enrollment of more than 300,000 students at the joint ventures on the Chinese mainland, Liu said. 

目前，国内本科以上中外合作办学在读学生已超过30万人，我国成为世界一流大学的重要合作方。

Over 2.5 million Chinese students studied abroad from 2016 to 2019, Liu said, noting that 80% of these students returned to China after completing their programs.

2016至2019年，我国出国留学人数超过250万人，学成回国占比达八成。

A 9-year-old boy who unboxes and reviews toys and games on YouTube has made nearly $30m this year, making him the highest-paid YouTuber for the third year running. Ryan Kaji, from Texas, made $29.5m from his YouTube channel Ryan's World, as well as a further estimated $200m from Ryan's World-branded toys and clothing.

The United Nations World Tourism Organization reported on Thursday that international tourism fell by 72% during the first 10 months of 2020 due to the coronavirus pandemic. According to the UNWTO, travel restrictions, low consumer confidence and the global fight to contain the spread of COVID-19 mean 2020 has been the worst year on record for the number of international travelers. 

联合国世界旅游组织12月17日发布的数据显示，受新冠疫情影响，今年前10个月，全球国际旅游人数同比下降72%。该机构表示，旅行限制、消费者信心低迷以及全球遏制新冠病毒蔓延的努力意味着，2020年是有记录以来国际旅行者人数最少的一年。

The first 10 months saw global destinations receive 900 million fewer international tourists than in the same period of 2019. This represents a loss of $935 billion for the sector -- 10 times more than in the 2009 economic crisis. 

今年前10个月，全球国际旅游人数同比减少9亿人次，造成旅游业损失9350亿美元，是2009年经济危机造成损失的10倍多。

UNWTO Secretary General Zurab Pololikashvili said that although the news of a vaccine has increased tourist confidence, there is still a long road to recovery. The UN agency expected that tourism will start to recover in the second half of 2021, but that it could take between two and a half to four years for the numbers to return to the level of 2019.
