I would like to use professor Liliangrong’s point of view to answer this question.
Propaganda and news are both common social phenomenon. But they're different.
News is the report of recent facts. Propaganda is the kind of social behavior that use various meaningful symbols to spread certain ideas, so as to influence people's thoughts and guide their actions.
The difference between them are the follows.
Firstly, the starting point is different. The starting point of propaganda is for the needs of propagandists themselves. They spread their ideas in order to make the audience understand, comprehend and accept. So that they can win the trust and support of the audience. And the news’ would just be the needs of the audience.
Secondly, the destination is different. The purpose of propoganda is to make people to understand, accept and support it. The news itself has no subjective intention, leaving the audience to analyze, judge and make decisions.
Thirdly, the way of dissemination is different. Journalists only report news for one time and the same news would not be repeatedly released. While, in order to deepen people's impression, propaganda always repeats ideas to people in the same or different forms.
Last but not least, requirements of dissemination is different. News information needs to be true, comprehensive, objective, impartial, timely and accurate. And the propaganda only requires the viewpoint is correct and bright, the material is true, typical and can explain the viewpoint properly.
