In making sense of China's opening-up,�one needs to pay attention to the concretesteps in specific areas,�but more importantly take a panoramic and long-term view. I also want toemphasize that opening needs to work both ways. It's like rowing a boat: ifonly one of the two oars people is giving it their best,�the boat will just keep turning on the spot.They'll only move forward if both are working in the same direction.
