Addressing the 2023 APEC Ministerial Meeting in San Francisco, Wang Shouwen, China's international trade representative and vice-minister of commerce, said that APEC should actively promote the upcoming 13th Ministerial Conference (MC13) of the World Trade Organization to resume the operation of the dispute settlement mechanism, reinforce food security, achieve temporary tariff exemptions for electronic transmissions and facilitate the accession of new members. The MC13 will take place Feb 26-29, 2024 in Abu Dhabi.
商务部国际贸易谈判代表兼副部长王受文在2023年亚太经合组织（APEC）部长级会议上表示，APEC应积极推动世贸组织第13届部长级会议（MC13）就恢复争端解决机制运行、粮食安全、电子传输临时免征关税、新成员加入等议题取得成果。世贸组织第13届部长级会议将于2024年2月26日至29日在阿布扎比举行。

The meeting focuses on topics such as supporting the multilateral trade system, regional economic integration, supply chain cooperation, digital economy and promoting inclusivity and sustainable trade and investment, the Ministry of Commerce said in an online statement on Thursday.
商务部11月16日在一份网上声明中称，APEC部长级会议围绕支持多边贸易体制、区域经济一体化、供应链合作、数字经济、促进包容、可持续贸易投资等议题进行了讨论。

Wang called for a holding of a high-level officials' meeting again before the MC13 to build consensus. With an open attitude, APEC should push for the goals set forth in joint statements and initiatives, such as investment facilitation, and integrate them into a multilateral framework, he added.
王受文呼吁在MC13前再次举行高官会，凝聚共识。他提出，APEC要秉持开放态度，推动投资便利化等联合声明倡议取得成果并纳入多边框架。

China's foreign trade with other APEC economies amounted to $3.74 trillion in 2022, representing 59.7 percent of the country's total import and export value. Among China's top 10 trading partners, eight of them are APEC economies, said the Ministry of Commerce.
商务部数据显示，2022年我国与APEC成员进出口总额达到3.74万亿美元，占我国进出口总额的59.7%。中国前十大贸易伙伴中有8个是APEC成员。

China is the largest trading partner of 13 APEC economies. A total of 15 APEC economies have signed free trade agreements with China.
中国是13个APEC经济体的第一大贸易伙伴。APEC有15个经济体和我国签署了自由贸易协定。

Wang said APEC should uphold the central role of the Free Trade Area of the Asia-Pacific. The Regional Comprehensive Economic Partnership agreement and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership are the two possible paths for the FTAAP that have been jointly determined by APEC leaders. It is essential to adhere to openness, inclusiveness and continuously advance the expansion process to benefit more economies.
王受文指出，APEC要坚持亚太自贸区主渠道地位。《区域全面经济伙伴关系协定》（RCEP）和《全面与进步跨太平洋伙伴关系协定》（CPTPP）是APEC领导人共同确定的亚太自贸区两条可能路径，要坚持开放包容、不断推进扩员进程，以惠及更多经济体。

As the International Monetary Fund has upwardly revised its growth projection for the Chinese economy in 2023, raising it from 5 percent to 5.4 percent, Wang said China will further expand high-standard opening-up, share development opportunities of its vast market with other APEC economies and the world, and jointly promote high-quality development and prosperity.
国际货币基金组织近日将2023 年中国经济增长预期从5%上调为5.4%。王受文表示，中方将进一步扩大高水平对外开放，愿与APEC 经济体和全球分享中国大市场发展机遇，共同推进高质量发展与繁荣。

> SpaceX's Starship fails in second test flight with explosions

SpaceX's giant new rocket Starship on Saturday blasted off on its second test flight but ended prematurely with an explosion minutes after launch.

美国太空探索技术公司（SpaceX）新一代重型运载火箭“星舟”于18日实施第二次试验发射。但在发射几分钟后就因发生爆炸而过早终止。

Starship successfully lifted off under the power of all 33 Raptor engines on the Super Heavy Booster at about 7:04 am Central Time from SpaceX's Starbase in the US state of Texas, according to SpaceX. Starship made it through a successful stage separation, said SpaceX.

However, the booster experienced a "rapid unscheduled disassembly" after stage separation and boostback burn while Starship's engines fired for several minutes on its way to space, according to SpaceX. It was the second integrated flight testing with the second launch of Starship.
