China's grain output hits record high
2021年中国粮食总产量公布

In 2021, China's total grain production reached 1.37 trillion jin (683 billion kg), hitting a new record high, data from the National Bureau of Statistics (NBS) showed on Monday. The stable domestic grain production, which has remained at over 1.3 trillion jin for seven consecutive years, has provided a strong base for continued national food security. 
国家统计局12月6日公布的全国粮食生产数据显示，2021年，我国粮食总产量1.37万亿斤，全年粮食产量再创新高。粮食产量连续7年稳定在1.3万亿斤以上，为确保国家粮食安全提供了有力支撑。

The data revealed that the 1.37 trillion jin reading was an increase of 26.7 billion jin from 2020, a year-on-year increase of 2 percent. The autumn grain harvest accounted for 1.02 trillion jin, up 1.9 percent on a yearly basis, by 19.1 billion jin. 
据数据显示，今年比2020年增加了267亿斤，同比增长2%。今年秋粮产量1.02万亿斤，比上年增加了191亿斤，实现1.9%的增长。

74 drugs added to insurance list

74种药品新纳入医保目录

A total of 74 new medications have been added to China's national medical insurance catalog, with prices of 67 medicine types slashed by an average of 61.7 percent, the National Healthcare Security Administration (NHSA) said on Friday. Seven drugs for rare diseases, as well as medicines for tumors, chronic diseases, anti-infection treatment and those specifically for women or children, are among the additions to the reimbursement list. 
国家医保局12月3日公布2021年国家医保药品目录调整结果。本次调整中，共计74种药品新增进入目录，谈判调入的67种独家药品平均降价61.71%。74个目录外新增药品中包括罕见病用药7种，并精准补齐肿瘤、慢性病、抗感染、罕见病、妇女儿童等用药需求。

Eleven medications with low clinical value and low demand have been removed from the list, NHSA said. A total of 507 medications have been added to the list since the inauguration of NHSA in 2018, bringing the list to 2,860 items. 
另有11种临床价值不高的原目录内药品被调出。调整后，新版医保药品目录内药品总数2860种。自2018年国家医保局成立以来，累计已有507个药品新增进入全国医保支付范围。

Report on democracy in US
外交部发布美国民主情况报告

China's Ministry of Foreign Affairs on Sunday released a report on its website titled "The State of Democracy in the United States." Based on data and expert opinions, the report aims to expose the deficiencies and abuse of democracy in the United States as well as the harm of its exporting such democracy. It is hoped that the United States will improve its own system and practices of democracy, and change its way of interacting with other countries, the report said. In addition to the preamble and conclusion, the report has two parts titled "What is democracy?" and "The alienation and three malaises of democracy in the US." 
中国外交部网站12月5日发布《美国民主情况》报告，通过列举事实和专家观点，梳理美国民主制度的弊端，分析美国国内民主实践的乱象和对外输出民主的危害，以期美国完善自身民主制度和实践，对外改弦易辙。报告全文除序言和结束语外，还包括"何为民主""美国民主的异化及三重弊害"两部分。

It said that from a historical perspective, the development of democracy in the US was a step forward. However, over the years, democracy in the US has become alienated and degenerated, and it has increasingly deviated from the essence of democracy and its original design, said the report. 
报告说，历史上，美国民主的发展有其进步性。但是，随着时间的推移，美国的民主制度逐渐异化和蜕变，已经越来越背离民主制度的内核和制度设计的初衷。

Foreign students banned from buying duty-free goods
日本不再允许留学生免税购物

The Japanese government and ruling parties have decided to abolish the system allowing foreign students and other long-term residents to make duty-free purchases, in response to suspected cases of reselling and complaints of cumbersome eligibility checks. Under the current system, foreign students staying long-term in Japan and not working part-time can make tax-free purchases within six months of entering the country. Criticism has grown over the labor-intensive checks duty-free stores have to perform at the time of sale to confirm that a student is not working, while others have complained it is unfair that stores with lax screening procedures end up attracting more customers. 
由于倒卖免税品的行为泛滥，且可免税人群资格审查繁琐经常面临投诉，日本政府和执政党决定废除允许外国留学生等长期逗留者免税购物的制度。根据现行制度，长期逗留的留学生如果没有在日本打工，允许在入境半年内免税购物。有人批评说，免税店在销售时需确认留学生是否在打工，要花费许多人力。还有些人则抱怨，审查程序宽松的商店最终却吸引了更多的顾客，这是不公平的。

The National Tax Agency also discovered many suspicious "binge buying" cases by foreign students after introducing a system to digitize purchaser information in April last year. It believes they may be buying large quantities of duty-free goods to resell at higher prices, including a 10% consumption tax, to make a profit.
日本国税厅去年4月采用了顾客信息电子化机制，发现许多留学生存在可疑的"爆买"现象。据称他们可能大量购买免税品，以含10%消费税的更高价格倒卖赚取差价。
