What is "within the system"?

What should I do if I work in the system and I'm very uncomfortable and dare not resign? Usually, what is said in the system is state-owned enterprise employees and civil servants.

What is the system? All the things that bring you a sense of security and hinder your growth, but you think it is not good enough, that thing is called the system.

甚至，我觉得所在的环境是体制，而隔壁那个人没觉得有什么安全感，反倒挺能发挥自己的企图心和创造力，那么这个环境，对他就不是体制。

所以你看，体制其实不是一个客观存在的东西，它是你感受环境的一个角度。就像有一句电影台词说的，危险是一个事实，而恐惧是一个选择。对，环境是一个事实，而体制是你的选择。
