Why are the top leaders of every level in the CPC called “secretaries”?

党史研究主要有两种观点,一是认为,这受到了国际共产主义运动的影响。早在1846年,马克思和恩格斯就围绕共产主义组织负责人的称呼进行讨论。马克思主张“一把手”称作“书记”。在当时的欧洲,书记是指事务级、办事级勤务员。中共一大召开时,中国共产党赞同马恩的主张,称党的负责人为书记,表明为民做事、不作官僚的决心。

There are two schools of thought among Party historians. The first is that this is a product under the influence of the International Communist Movement. Back in 1846, Marx and Engels engaged in conversations regarding the titles of leaders in communist organizations. Marx advocated for “secretary”, a term used to address clerks who manage routine and detailed work in Europe at the time. During the CPC’s first National Congress, the CPC was all in favor of Marx’s opinion on “secretary”, stating that this position should serve the people and get rid of bureaucratic practices.

二是认为,这是从中国当时的语言习惯出发。一大时,办理文书及缮写工作的人员,被称为书记,是最小的官职,相当于文书或者秘书。那时,中国共产党为了表示与旧社会决裂,誓言决不当官僚,决不做欺压百姓的“官老爷”,所以选择了官职最小的“书记”来称呼党的各级领导乃至最高领导。

The second school of thought is that it sprang from a typical Chinese language usage at the time. During the CPC’s first National Congress, all officials responsible for documenting and scribing work, i.e., the most junior position - the clerical staff, were called secretaries. As a statement of cutting off from the old society and the bureaucrats who fed off the people, the CPC chose “secretary” as the title for Party leaders at every level, including the top leader of the Party.

这两种观点各有渊源,但都表明了中国共产党从成立之日起就葆有全心全意为人民服务的观念。

Both schools of thought have sound reasoning and make it clear that the CPC will always strive to serve its people wholeheartedly.
