珍珠港事件演说（又名国耻日演说）

【背景】日本在1941年12月7日发动了太平洋战争，对珍珠港、香港、关岛、菲律宾、中南半岛等地同时进行了攻击。由于日本大使未及时向美国递交战书，美国方面对此次袭击完全没有准备，损失了4艘战列舰与188架飞机，伤亡3000余人，成为美国立国以来损失最惨重的受袭击事件。次日，罗斯福在国会向人们通报了这次袭击的情况，将这一天称为国耻日，并要求国会向日本宣战。

Mr. Vice President, Mr. Speaker, Members of the Senate, and of the House of Representatives:

Yesterday, December 7th, 1941 -- a date which will live in infamy -- the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan.

昨天，1941年12月7日——一个将成为耻辱的日子——美利坚合众国遭到了日本帝国海空力量突然且蓄意的进攻。

The United States was at peace with that nation and, at the solicitation of Japan, was still in conversation with its government and its emperor, looking toward the maintenance of peace in the Pacific.

Indeed, one hour after Japanese air squadrons had commenced bombing in the American island of Oahu, the Japanese ambassador to the United States and his colleague delivered to our Secretary of State a formal reply to a recent American message. And while this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or of armed attack.

事实上，就在日本空军开始对美国的瓦胡岛发动轰炸一小时后，日本驻美大使和他的同僚向国务卿递交了一份近期美国发信的正式回复。尽管这一回复称继续现有的外交磋商似乎毫无用处，但它并不包含任何有关战争或武装袭击的威胁或暗示。

It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or even weeks ago. During the intervening time, the Japanese government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace.

The attack yesterday on the Hawaiian islands has caused severe damage to American naval and military forces. I regret to tell you that very many American lives have been lost. In addition, American ships have been reported torpedoed on the high seas between San Francisco and Honolulu.

Yesterday, the Japanese government also launched an attack against Malaya. Last night, Japanese forces attacked Hong Kong. Last night, Japanese forces attacked Guam. Last night, Japanese forces attacked the Philippine Islands. Last night, the Japanese attacked Wake Island. And this morning, the Japanese attacked Midway Island.

昨天，日本政府也对马来亚发动了攻击。昨晚，日军袭击了香港。昨晚，日军袭击了关岛。昨晚，日军袭击了菲律宾群岛。昨晚，日军袭击了威克岛。今早，日军袭击了中途岛。

Japan has, therefore, undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday and today speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation.

这样，日本发动了对整个太平洋地区的突然进攻。昨天和今天的事实不言自明。美国人民已经形成了立场，并深刻理解了这些事实对我们的生命和我们的国家安全的影响。

As commander in chief of the Army and Navy, I have directed that all measures be taken for our defense. But always will our whole nation remember the character of the onslaught against us.

No matter how long it may take us to overcome this premeditated invasion, the American people in their righteous might will win through to absolute victory.

I believe that I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost, but will make it very certain that this form of treachery shall never again endanger us.

Hostilities exist. There is no blinking at the fact that our people, our territory, and our interests are in grave danger. With confidence in our armed forces, with the unbounding determination of our people, we will gain the inevitable triumph -- so help us God.

I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, December 7th, 1941, a state of war has existed between the United States and the Japanese Empire.
