1. SHANGHAI IMPOSES STAGGERED LOCKDOWN

上海进行新一轮核酸筛查

1,219 locally transmitted COVID-19 cases and nearly 5,000 asymptomatic carriers were reported on the Chinese mainland yesterday (March 27), in 18 provinces, cities and autonomous regions. Shanghai reported positive 50 COVID-19 cases and 3,450 asymptomatic carriers. Lei Shuran has more.

上海市卫健委主任邬惊雷表示，今天（3月28号）起，全市将开展新一轮大规模核酸筛查。

“The new round of testing aims to reduce social mobility, identify infections and eliminate the transmission of the virus in neighborhoods so as to protect people's lives and achieve zero spread outside virus transmission chains as soon as possible. During this period, strict transportation control measures will be enacted【制定】.” 通过这一轮的筛查，把风险点排除，把传播链切断。当然也是把这个感染者也要隔离，尽快遏制疫情的扩散蔓延。在这次整个的核酸检测期间，相关区域人员的管控要实行交通的管制，严控人员的流动。

Under the new testing strategy, regions east of the Huangpu River have been locked down from today until 5 am on Friday, April 1st for coronavirus testing. The same rules will apply to regions west of the river from 3 am on Friday to 3 am on April 5th. However, airports, railways, international passenger and cargo services will be operating as normal. Anyone who must leave the city should show proof of a negative nucleic acid test result taken within 48 hours.

根据新一轮的筛查要求，黄浦江以东的重点区域及毗邻区域将严格封控管理4天，至4月1日5时。期间间隔至少24小时，开展2次核酸检测。同时，黄浦江以西的重点区域及毗邻区域，也将严格封控管理4天，至4月5日3时。封控管理期间，上海的机场、铁路、国际客货运正常运行。同时，遵循"非必要不来沪、非必要不离沪，离沪时需持48小时内的核酸阴性证明"的原则。

Two areas were downgraded to low risk yesterday—9 Jumenhou road, in Dapuqiao, Huangpu District, and 760 Loutang road, in the Jiading Industrial Zone in Jiading District.

2. PUBLIC TRANSPORTATION SUSPENDED DURING PUDONG LOCK-DOWN

浦东交通管制方案出台

All means of public transportation have been suspended in Pudong as the entire area has been put under lockdown from today until Friday morning in an effort to slow the spread of the virus in Shanghai. Green channels will be opened for medical purposes, such as women who are pregnant or individuals who require hemodialysis【血渗析治疗】, radio-therapy or chemo-therapy. Stephen Rancourt takes a look.

为了控制新冠肺炎疫情的传染，上海浦东从今天到周五早上都将进行封闭管理，所有公共交通目前已停运。相关部门根据新的管制方案，建立医疗、防疫、应急、保障等特殊车辆的"绿色通道"。更多信息，请听Stephen Rancourt带来的报道。

This morning at the North Xizang Road tunnel entrance, police were checking work certificates and community exit certificates of several medical staff who live in Pudong.

“People who want to get back to work must show a negative result done within the last 48 hours. And we need to have this result with us if we want to go to work tomorrow.”  今天我们返岗前要先完成一个核酸检测，凭阴性证明才能返岗上班。明天还要出来，也是凭这个（证明）。

Police have also set up checkpoints at the exits to neighboring cities at expressways including G2, G15, and G40, and reminded people who were trying to exit the area that without the required COVID-PCR record, they will be turned away【拒绝】. Meanwhile, all toll-gates of the expressways into Pudong will remain closed until 5am on April 1st. Similar closures will take place in Puxi districts from 3am on April 1st to 3am on April 5th.

Public transportation, including buses, subways, ferries, taxis and ride share services, are suspended in the locked-down areas. Only people who are certified as essential personnel, and special vehicles, such as those for pandemic prevention or ambulances, are allowed on local roads during the lockdown.

公共汽车、地铁、渡轮、出租车和打车等公共交通方式也将在封锁区域内停运。在管控期间，只有获得认证的人员和特殊车辆（如防疫车辆或救护车）才能在当地道路上行驶。

Shanghai will continue to have a plentiful supply of food with stable prices guaranteed. Districts are making arrangements to deliver food to communities that have been locked down.

上海封控区域将继续保持充足的食品供应，保证物价稳定。上海市各区将组织力量把居民群众所需要的生活物资配送到小区。

Meal delivery and courier services will continue with non-contact delivery to ensure basic necessities. Locked down communities in Pudong now have service teams comprising community workers and volunteers to deliver online orders to people's homes. The municipal government is also sourcing additional food suppliers.

送餐和快递服务将继续采用无接触式配送的方式，以确保民众生活必需品的需求。在浦东封控区域，已有社区工作者和志愿者组成服务团队，通过集采集配集送的方式，将生活物资送到小区门口。上海市政府也在寻找更多的食品供应商。

In Puxi, which will be locked down beginning at 5am on Friday, April 1st, food vendors are working hard to ensure they have plenty of stock. And to keep the prices stable, some retailers now even go directly to farms to replenish【补充】vegetables. A steady stream of customers are coming to stock up before the lockdown takes effect.

根据管控要求，浦西将于4月1日星期五凌晨5点开始封锁，而食品供应商正努力确保有充足的库存。为了保持物价稳定，一些零售商甚至直接到自家农场进行补购补充。在封控前，顾客们的购物篮都装得满满当当，货架不时补充，随卖随加。
