On the afternoon of December 14, 2021, "People’s Voices"-Shenzhen International Block Development and the launching ceremony of International Block Diversity Exchange Activities Month of Luohu District, organized by the Shenzhen Foreign Affairs Office and the People's Government of Luohu District, hosted by the General Affairs Office (Foreign Affairs Bureau) of Luohu District, was were held in the Service Center of KingKey 100 Tower.

The 1st International Block Diversity Exchange Activities Month of Luohu District, as an important part of international block development of the city, is rich in content. There will be series of activities themed "Share-International Luohu" for enterprises and the public, "Discover-International Luohu", "Friendly-International Luohu" for international volunteer development, "Human-International Luohu" featuring international blocks and so on, bringing one feast of internationalization after another to Chinese and foreign residents.

The first international volunteer team in Luohu District was officially established

The International Block Diversity Exchange Activities Month was launched to promote the high quality international city development in the new era, adhere to the concept of joint development, joint governance and shared benefits, build an international block development system by all and for all, and present the step-by-step outcomes of international blocks in Luohu District.

At the ceremony, "Expat Guide: Luohu" was officially released to the public. This guide is Shenzhen’s first official district-level foreign-related bilingual handbook, which contains chapters of Luohu overview, government services, employment services, life services, leisure services and foreign-related service platforms, etc., offering great convenience to foreigners working and living in Luohu.

In addition, flags were also awarded to the international volunteer teams, (consisting of foreign affairs staff, foreign language-speaking residents as well as foreign residents) of Luohu District at the ceremony, marking the team’s official establishment. It is reported that this is the first international volunteer team in Luohu District. In the future, the Luohu international volunteer team will participate in the development of a civil city and international blocks, cultural exchanges, environmental protection, children's care action, epidemic prevention and control, and provide other volunteer services to help bring the District’s international block development into a new chapter.

The first 20 international blocks’ applications to be reviewed soon

The launching ceremony is followed by the first major activity of the Month:"People’s Voices"-Shenzhen International Block Development. Leaders of relevant government departments, deputies of the municipal people's congress, members of the municipal CPPCC and representatives of Chinese and foreign residents in Luohu District gave their advice and suggestions for the development of international blocks in Luohu District.

"Can more benches be placed in commercial areas to create a more relaxing and casual atmosphere?" "Can the entrance for foreigners in the government affairs platform be designed in a simpler and clearer way?" "Can Shenzhen be the first to try solving the problems of foreign residents in applying for government services, making appointments and buying tickets because they don't have ID cards?" Participants made suggestions at the discussion and relevant departments responded accordingly.

Cao Saixian, Director General of Shenzhen Foreign Affairs Office said that the development of international blocks is a good exploration and important practice of the city to promote mega-city governance featuring the development of the "Two Areas". At present, the first 20 international blocks that have filed their applications are located in 10 districts and new district of the city, thus forming a preliminary network. Next year, they will be reviewed, providing an important basis for the city to build a new pattern of opening-up to the outside world and comprehensively promoting high quality development of international city in the new era.

第二季第十五集：城市资讯｜首届罗湖区国际化街区多元交流活动月启动

2021 年 12 月 14 日下午，由深圳市人民政府外事办公室、深圳市罗湖区人民政府主办、罗湖区委（政府）办公室（区外事局）承办的深圳国际化街区建设“大家谈”暨罗湖区国际化街区多元交流活动月启动仪式在京基 100 党群服务中心隆重举行。

据悉，作为我市国际化街区建设的重要内容，首届罗湖区国际化街区多元交流活动月内容丰富，接下来将陆续举办“国际罗湖 · 共享”惠企惠民系列活动、“国际罗湖 · 发现”又见罗湖系列活动、“国际罗湖 · 友爱”国际志愿者建设系列活动、“国际罗湖 · 人文”罗湖国际化街区系列活动，为中外居民带来一场又一场国际化的盛筵。

罗湖区首支国际志愿者队伍正式成立

为了推动新时期国际化城区建设高质量发展，坚持共建、共治、共享理念，构建多方参与、多元共建的国际化街区建设体系，呈现罗湖区国际化街区的阶段性建设成果，罗湖区国际化街区多元交流活动月应运而生。

在启动仪式现场，《罗湖区外籍人士双语便民手册》正式面向市民发布。这部手册是全市首部正式对外发布的区级涉外双语便民手册，包含一眼罗湖、政务服务、就业服务、生活服务、休闲服务以及涉外服务平台等内容，将为外籍人士在罗湖工作生活带来极大地便利。

此外，罗湖区国际志愿者队伍授旗仪式也在现场举行，由外事、外语、外籍三支队伍构成的罗湖区国际志愿者队伍正式成立。据悉，这是罗湖区首支国际志愿者队伍。未来，罗湖区国际志愿者队将参与到文明城区及国际化街区建设、文化交流、环境保护、儿童关爱行动、疫情防控等志愿服务中去，助力罗湖区国际化街区建设踏入新的篇章。

首批申报的20 个国际化街区即将迎来验收

启动仪式结束后，罗湖区国际化街区多元交流活动月迎来了首场主要活动——深圳国际化街区建设“大家谈”座谈会。政府相关部门领导、市人大代表、市政协委员和罗湖区中外居民代表为罗湖区国际化街区建设建言献策。

“能不能在商业区多设置一些休闲座椅，打造更加轻松休闲的社交氛围？”“能不能在政务平台将外籍人士办事入口设计得更简单明了？”“深圳能不能先行先试，解决外籍居民在办事、预约、买票时候‘因为没有身份证而无法办理’的困扰？”在座谈会上，大家纷纷积极建言，各相关部门做出了积极回应。

深圳市委外办主任曹赛先表示，国际化街区建设是我市紧紧围绕“双区”建设推进超大型城市治理的积极探索和重要实践。目前，我市首批申报的 20 个国际化街区覆盖全市 10 个区和新区，并已初步形成网络。明年，首批申报的国际化街区将迎来验收，为我市构建对外开放新格局、全面推进新时期国际化城市建设高质量发展提供重要基础。
