The world’s biggest tech companies agreed to a European Union code of conduct curbing hate speech and terrorist propaganda. Google, Facebuok, Twitter and Microsoft promised to review most complaints within 24 hours, removing the offending material if necessary. But free-speech advocates worry that controversial and satirical material will fall victim to complaints from authoritarian or thin-skinned regimes.
