in the red/in the black：财政赤字/有结余

In the red means to lose more money than you make. The opposite of being in the red is being in the black, which means that you've made more money than you spent.

“in the red”花的比赚的多，也可以说财政赤字了。相反的“in the black”，这意味着你赚的钱比你花的多。

Example:

“I'm in the red this month after paying that speeding ticket. I'll need to find some work over the weekend for extra money.”
