第38题为什么不能是Living？正好后面的Condition对应题目前面的quality啊。而且两个前面都有“poor”。最特么无语的是第39题，为什么是welfare？文章里明明说的是“but the concentration of services and facilities, such as education, health and technology in urban areas inevitably contributes to greater energy consumption”根本就没说是由于welfare引起的greater energy consumption啊
