The 14-year-old Doha round of negotiations stalled, probably fatally, at a World Trade Organisation meeting in Nairobi. The WTO will focus instead on smaller-scale deals. Ministers reached agreement on banning export subsidies for agricultural goods and on better access to rich markets for poor cotton-producing countries. But they failed to curb subsidies that lead to over-fishing.
