这些成绩，是在国内深层次矛盾凸显、经济下行压力加大的情况下取得的。面对“三期叠加”的局面，经济工作遇到不少两难甚至多难问题，需要远近结合，趋利避害，有效应对。

They were made at the same time as deep-seated domestic problems were becoming prominent and downward pressure on the economy was mounting.
