速率，或者比率的意思，物理上是这样

With the use of "and" between the two rates, you always use plural form "rates" in this case. The adv. respectively only means "in the order given" or sequentially, which doesn't change the fact we are still talking about 2 rates. That is, the correct expression should be

With rates of 40% and 50% respectively

Or better, put a comma in between, to say

With rates of 40% and 50%, respectively

Rate是率，速率啊什么的。打个比方 The car was going at the rate of 60 miles an hour. The unemployment rate is rising in that country. Ratio是比，就是数学上的那个。 The ratio of 15 to 5 is 3 to 1. 15：5=3：1

rate和rates可以看成是两个词

rate 是比率，率，他没有复数的形式，还可以用作动词，意思是斥责，不过不是很常用到

rates 作为名词，只能作为复数使用，他单只财产税率
