A humorous way to criticize local officials for their laziness has been hailed by netizens, who are praising it as an effective and practical way of motivating governments to improve their efficiency and response time.

一种批评地方干部懒惰懈怠的幽默方式受到了网民们的欢迎，他们称赞这样能切实有效的激励政府推进效率和及时应答。

On Aug 14, the local government in Jinyun county of Lishui, Zhejiang province, gave "snail" awards to two government departments that had been slow to press ahead with projects related to improving local residents' livelihoods, according to the local official WeChat account.

据当地官方微信公众号表示，8月14日，由于在推进与改善当地民生相关的项目上面进展缓慢，两个政府单位被浙江省丽水市缙云县政府授予了“蜗牛”奖。

The two "prize winners" are from the local health commission and the water authority.

两位“获奖者”分别来自于当地卫健局和水利局。

The local health commission received the "award" for the sluggish construction of a hospital, while the water authority "won" for its slow pace in streamlining their problem-solving process.

当地卫健局由于医院建设缓慢而获奖。水利局则是因为精简办事流程工作拖沓而被授予该奖项。

Awkwardly receiving the awards from county Party secretary Li Yibo and county head Wang Zhengfei, officials in charge of the two departments both offered self-criticism at the meeting and vowed to rectify their problems.

这两个部门的负责人尴尬地从县委书记李一波和县长王正飞手中接过这一奖项并在会上进行了自我批评，并立誓改正。

"The awards are granted only to those who were found to have been lazy and neglectful in fulfilling their duties," said Yin Bibo, an official from the county's discipline inspection commission, adding that the commission collects clues from the public before evaluation and checks all the cases, mainly focusing on matters affecting people's livelihoods such as road and housing construction.

县纪委官员尹碧波表示，“只有那些在工作上懒惰散漫和玩忽职守的人才会被授予这个奖”，尹碧波补充道，纪委在评估之前都会从公众那里收集线索，并核查所有案件，主要聚焦点在道路房屋建设这类与民生相关的问题上。

Those who were named will face inspection to ensure problems are rectified before they can free themselves of the "snail" title, Yin explained.

尹碧波还解释到，那些被点名的干部将面临严格监督，确保整改落实情况达标后，才可能脱掉“蜗牛奖”的帽子。
