Chris: Hi, I need to see the manager. I have a complaint to make.
Manager: Yes I’m the manager. What can I do for you sir?
Chris: I have to make a complaint about the room.When I got here, the water doesn’t run in the shower and the bathroom was very dirty. So I called the reception and she got me a different room. Then in the evening, I found that my new room is just next to the laundry room. The washing machines are too noisy and I couldn’t even sleep. Also, did you have the room checked before I moved in? Because the TV in my new room doesn’t work and a mirror is broken.
Manager: I’m awfully sorry to hear that sir. I’ll have someone to fix that for you.
Chris: You know what--I’m really disappointed in you and I don’t want them to be fixed. I want a refund and to find another hotel.
Manager: Again, I really apologize for your experience so far. I’d like to offer you our suite at no extra cost. If you are still disappointed after this, I’ll be happy to refund your money.
Chris: Okay, I guess. Thanks for your help.
一般投诉我们就要搞清楚投诉对象,投诉内容和解决方案。所以从这三个方面用英文去表达就可以了。

I have to make a complaint.

卫生问题:xxx is dirty.
例:The bathroom is dirty.
噪音:It’s too noisy.
什么东西坏了:xxx doesn’t work.
例:The TV doesn’t work.
1.我要换房间。
I want to change to another room.
2.我要退钱!
I want a refund.
