Hi. I wanted to talk to you a little bit about what's going on in the economy and the plan that we're working towards. But before then, I wanted to take you back to the context that we found ourselves in.嗨,我想跟你们谈谈经济形势和我们的计划。但在此之前,我想带大家回顾一下我们所处的环境。
We all remember COVID and the enormous impact it had on all of us. And because of that, we did a lot of things to get the country through COVID, like supporting the NHS, vaccine programme, furlough. Those things cost around £400 billion with all the other support we provided.我们都记得新冠疫情对我们所有人的巨大影响。正因为如此,我们做了很多事情让国家度过难关,比如支持英国国家医疗服务体系、疫苗计划、休假等。加上我们提供的所有其他支持,这些事情花费了大约4000亿英镑。
And just as we were recovering from COVID, we saw a war when Russia invaded Ukraine. That meant that everyone's energy bills went up a lot. Ofgem estimated that they would go up from around £1,300 to £4,500 unless the government did something about it, which it did. It provided about £100 billion of support to everyone with their energy bills.就在我们从新冠疫情中恢复过来的时候,我们又目睹了俄罗斯入侵乌克兰的战争。这意味着每个人的能源账单都增加很多。英国能源监管机构估计,如果政府不采取措施,这些费用将从1300英镑左右涨到4500英镑。而政府确实采取了措施,它为每个人的能源账单提供了大约1000亿英镑的支持。
But all of these things meant that we saw high inflation and that's what caused all the pressures with the cost of living. At the beginning of last year, I set out five priorities. First of those priorities was to halve inflation. What's happened to inflation over the past year?但所有这些都意味着我们看到了高通胀,这就是造成生活成本压力的原因。去年年初,我提出了五个优先事项。首要任务是将通胀减半。过去一年通胀发生了怎样的变化呢?
Well, according to the Office of National Statistics, inflation was around 11% when I became Prime Minister. Now inflation has more than halved to around 4%. That's good progress, but we've got to keep going because inflation belongs back down at 2%.根据国家统计局的数据,我就任首相时,我们的通胀率约为11%。现在,通胀率已经下降了一半多,约为4%。这是一个很好的进步,但我们必须继续努力,因为正常通胀率应该在2%左右。
What does that mean for you and your families? Well, first and foremost, because inflation is coming down, that eases burdens with the cost of living.这对你和你的家人意味着什么呢?首先,因为通胀在下降,这减轻了生活成本的负担。
Secondly, we're starting to see mortgage rates come down now too. And thirdly, because economic conditions have improved and the plan is starting to work, we're able to start cutting people's taxes.其次,我们现在也看到抵押贷款利率下降。第三,由于经济状况有所改善,我们的计划开始发挥作用,我们也能够开始削减人们的税收。
27 million people in January in their pay packets will start to see the benefit of that tax cut, which is worth around £450 to someone earning an average salary of £35,000. So that plan is starting to work and we're showing progress. But what's the alternative?明年1月,2700万人的薪资将开始享受到减税带来的好处,对于平均年薪3.5万英镑的人来说,这相当于增加450英镑的收入。所以这个计划开始奏效,我们正在取得进展。但另一种选择是什么呢?
Well, we know the Labour Party wants to go on a £28 billion green spending spree. They can't tell you how they're going to pay for that because they don't have a plan.我们知道工党想要大肆挥霍280亿英镑的绿色开支。他们无法告诉你他们将这些支出用在何处,因为他们没有计划。
But we all know there's only two ways governments can pay for things. Either they borrow or they tax. Both of those things are going to cost you and your family. That's the choice.但我们都知道,政府只有两种支付方式。要么借贷,要么征税。这两种方式都会让你和你的家人付出代价。这就是选择。
