临港发力XR产业：3至5年规模破百亿

Lingang Special Area officials rolled out an action plan today to support the development of the extended reality industry, or “XR”, a combination and super-set of Augmented Reality, Virtual Reality, and Mixed Reality. One official said the industry could be worth 10 billion yuan within three to five years. Zhang Yue takes a look.

上海临港新片区今天（2月21日）发布了《临港新片区加快XR产业集聚发展行动方案》，以支持“XR”产业的发展。XR即扩展现实，是AR（增强现实）、VR（虚拟现实）、MR（混合现实）的组合和超级集合。据悉，XR产业价值在三到五年内有望突破100亿元。记者张乐带来报道。

An optical devices maker from Ningbo City, Zhejiang Province said it is going to invest more than 10 billion yuan to build a production base in Lingang. The company said it will be used for research on semiconductor optics products, including waveguide, one of the main technologies for augmented visualization in AR and MR.

浙江省宁波市的一家光学器件制造商表示，他们将投资100多亿元在临港建立一个生产基地。该生产基地将用于半导体光学产品的研究，包括波导研究。波导是AR和MR中增强视觉的主要技术之一。

With total investment of 17.7 billion yuan, 14 other companies have also located in Lingang. The projects include computer chips, AI display technology, and hash power, a measuring unit for the processing power of a cryptocurrency miner or network.

XR technology is the combination of human and computer-generated graphics interaction. It’s already been used in the entertainment, real-estate, education, and healthcare industries. Last year, 9.7 million units with XR technology were produced globally, and business insiders predict it will grow 31.5% this year.

Our reporter Zhang Shixuan has been looking into its value and the reasons why it has gone viral at such incredible speed in the AI world, and in the capital market too.

“It’s a milestone of AGI, which is Artificial General Intelligence. It’s not specifically designed for a domain, and it can evolve. It can learn something without changing the parameters by experts. It has the ability of coding, generating procedures,... we call it the chain of thoughts,visibility that has never been seen.”

And no wonder its commercial value has risen so quickly. Microsoft - one of the bot’s biggest investors has already announced plans to incorporate the tech into its products. And the original developer OpenAI itself is charging 20 US dollars a month for a premium version.

That’s turned out to be a catalyst for pushing companies and the whole industry a big step forward. A large number of Chinese tech firms - internet giants, AI developers and even e-commerce firms have been flocking to the field. They’re thinking, “how can I miss this great opportunity?”

The company - at which Yu was a founder, AI Speech - is one of China’s first startups specializing in AI dialogue techniques. It’s one of the local firms anxious to move forward, but the whole development process takes time.

“ChatGPT is about 170 billion parameters. But for us, it’s just a few to 10 billion - that scale. But we have prepared for this with all the engineering techniques, experience and data, in terms of algorithms. Because we have a lab with Shanghai Jiao Tong University. We have developed, for example, a general model for dialogue systems.Those kinds of techniques form the algorithm foundation for us.”

With just half a month to go before Baidu’s official launch of its ChatGPT-like product, ERNIE Bot, several media houses and companies have already announced to join the ecosystem.

Those will ensure capital’s enthusiasm for the computing sciences lasts longer.”

And of course users have already seen some shortcomings of the bots - failure to give out correct answers, or faking some facts. It looks like more training might be needed.

“Training GPT on 1,000 GPU cards will take several months. And if your card is not that good, it may take half a year.”

While ChatGPT has a capacity of more than 170 billion parameters, Baidu’s large model claims to host 260 billion. Its launch is coming soon, and that will be something to talk about.

3. CHINA ISSUESGLOBAL SECURITY INITIATIVE CONCEPT PAPER

China officially released a document on its global security initiative today. The paper details the ideas and principles of the initiative, and clarifies cooperation mechanisms to safeguard world peace.

中国今天（2月21日）正式发布了一份关于全球安全倡议的文件，该文件详细阐述了该倡议的想法和原则，并明确了维护世界和平的合作机制。

Chinese Foreign Minister Qin Gang said at a forum in Beijing that the paper firmly supports a UN-centered security governance structure, and supports its efforts to prevent war and manage post-war reconstruction. He also called for major countries to play a leading role on global security issues, reject hegemony and bullying and work to build a peaceful coexistence, that provides stable and balanced relations.

中国外交部长秦刚在北京的一个论坛上说，该文件坚决支持以联合国为中心的安全治理结构，并支持其防止战争和管理战后重建的努力。他还呼吁主要国家在全球安全问题上发挥主导作用，拒绝霸权和欺凌，努力实现可提供稳定和平衡关系的和平共处。

Qin said it has been a year since the Ukraine crisis has escalated, and the situation has attracted international attention.
