上海太阳能电池板出口持续向好

Solar panel exports from Shanghai-based companies reached 8.58 billion yuan last year, an increase of 47.5 percent year-on-year. An industry leader based in Fengxian District said its overseas ordersare continuing to rise this year. Zhang Hong tells us more.

去年，上海市出口太阳能电池85.8亿元，同比增长47.5%。一家奉贤区的行业龙头企业表示，今年其海外订单数量继续增加。记者张泓为我们带来更多报道。

A solar panel manufacturer in the Fengxian Comprehensive Bonded Zone has been running at full capacity since the Spring Festival. Its general manager said 90 percent of its products were exported.

这家位于奉贤综保区的光伏龙头企业，春节至今，企业处于满负荷产能状态。总经理表示，90%的产品出口海外。

We received a lot of orders for the first quarter. Our product delivery wasn’t affected because we didn’t stop manufacturing during the Spring Festival holiday.

The company said it manufactures a range of solar panels that can be installed on roofs. Many were designed specifically for international markets. For example, European cities often have requirements regarding the appearance of buildings, so the company made all-black solar panels to match the color of the buildings.

他表示公司为海外市场“个性化”定制产品，生产了系列屋顶太阳能电池板。欧洲城市通常规定了建筑物的外观，所以公司生产全黑的光伏板，尺寸大小和颜色都能与当地的屋顶融为一体。

The company said it ranked second in the world for shipment quantity last year. It manufactured solar panels capable of producing 506 megawatts【兆瓦特】of electricity last month. Managers also said Shanghai customs helped them shorten the time of customs clearance【审核批准】and reduce their logistics cost.

去年，该企业的光伏组件出货量排名全球第二。上个月生产的太阳能电池板能够生产506兆瓦的电力。经理还表示，上海海关缩短了他们的通关时间，降低了物流成本。

Scientists at the Shanghai Institute of Optics and Fine Machines(SIOM) of the Chinese Academy of Sciences (CAS) have applied for patents after shortening the growth time of DKDP non-linear crystals to just over three months. They say it’s a major break-through in the field. Zhang Yue finds out more.

中国科学院上海光学与精密机械研究所的科学家们在将DKDP非线性晶体的生长时间缩短到仅超过三个月后申请了专利。他们表示这是该领域的一个重大突破。张越将带来更多相关报道。

At the Shanghai Institute of Optics and Fine Machines, scientists are closely monitoring the growth of DKDP crystals, a material used in large high-powered laser units. The long-seed DKDP crystal was grown from a self-developed device that operates 24 hours a day. Scientists examine these crystals every two hours, including the temperature and pressure inside.

在中科院上海光机所，科学家们正在密切监测DKDP晶体的生长，这是一种用于大型高功率激光装置的材料。通过自主研发，一款全天24小时不间断运行的装置被用来培养DKDP晶体长籽晶。科研人员每隔2小时就要对它做一次全面巡检，包括监控温度和压力。

White texture lines may be generated during the growth of the crystal, so we need to adjust the operating speed of the device, making sure the crystal has a good crystalline【结晶质】quality.

It used to take up to two years to grow a long-seed DKDP crystal, but the Shanghai Institute of Optics and Fine Machines has shortened the process to around three months with its rapid growth method.

在传统方式下，DKDP晶体长籽晶的生长周期长达两年，这一自主研发成果将其缩短为三个月左右。

The point seed rapid growth method that we developed is a very good solution to growing a crystal. It is also an ideal new scheme for the construction of inertial【不活泼的】confinement fusion facilities around the world.

The institute said it has applied for 21 patents for its crystal growth method. Researchers also improved the slicing rate of the crystal so that each can be used to produce more components, which will help to save time and money when building large-scale scientific facilities.

目前仅相关技术突破，就已经申请了21项专利。研究人员还改进了晶体的切片率，用以生产更多部件，在建造大型科学设施时降低时间和资金成本。

2.SKILLED STAFF GUIDE TRANSITIONS BETWEEN COLLEGE AND WORK

China is stepping up efforts to cultivate highly skilled talent to boost the country’s core competitiveness and optimize employment. The central government last year released guidelines saying that by the end of 2025, skilled talent will account for more than 30% of the work force, and that highly skilled talent will account for one-third of those. Zhang Shixuan explains how the country is getting there.

中国正在持续壮大高技能人才队伍，提高国家的核心竞争力，优化就业。中央办公厅去年印发的指导方针指出，到2025年底，技能人才占就业人员的比例将达到30%以上，高技能人才占技能人才的比例达到1/3。记者张诗璇将带大家了解我国如何实现这一目标。

The jobs market has been concerned the gap between a college education and a working career for quite a while now. One of the fastest and most effective ways of closing that gap is having established staff guide fresh employees in person, and that’s become part of the new mechanism for skilled talent training promoted by the local government. Song Zihao has already benefited from it. In the one and a half years since joining this STARboard-listed software firm, he has worked on almost 10 projects, for banking, insurance and medical clients.

The knowledge taught in college is usually quite fixed, so they have to learn more new things once they enter their career. The fastest way is to tell them about the special attributes and knowledge of different industries in each project.

The new tutoring mechanism does not only consist of employees working together. New employees are also given additional training on the weekends, usually held by professional schools within the company’s industrial park.

The new model involves us in cooperating with schools. In 2018, together with the Pudong Software Industrial Park training center, we developed new courses on cloud computing, big data and AI. With traditional training models, it took half a year for a new employee to get full command of the techniques they needed. The new training approach helps us save 50% of that time. And now that mobility has increased following the easing COVID policies, we’re getting more resumes【个人简历】.

Thanks to the new approach Chinese workers did well at the WorldSkills Competition 2022 Special Edition, with all six participants from Shanghai winning awards, one for website design and development. It shows the city government’s direct involvement in the new training plan is paying off.

For companies joining the new tutoring mechanism, we provide an allowance of up to 8,000 yuan per person. We have also set up a platform for cooperation between schools and companies,leveraging【充分利用】resources from industrial associations, industrial parks and large leading firms.

During the past 3 years, more than 30,000 new employees in Shanghai have gone through the new training arrangements. While at first the training mechanism was applied to the manufacturing industries, new industries are now embracing the system. They include software, biomedicine, AI and services, all sectors in which companies are anxious to get their new employees closely involved their business as soon as possible.

Pulitzer Prize-winning journalist Seymour Hersh claimed the United States was behind the explosions and damage done to the Nord Stream gas pipe-lines last year. The statement sparked great attention in Germany, where a scholar at the Schiller Institute says this could have been a terrorist act. Zhang Yue has the story.

普利策奖获得者西摩·赫什（Seymour Hersh）撰文披露，美国是去年北溪天然气管道爆炸和破坏事件的幕后黑手。这一声明在德国引发了极大的关注，德国席勒研究所学者奥盛库评论称，这意味着美国针对德国基础设施实施了恐怖袭击。记者张乐带来更多详细报道。

In a blog post, veteran investigative journalist Seymour Hersh cited an unnamed national security source as saying that U.S. navy divers had destroyed the gas pipelines beneath theBalticSea with explosives on the orders of U.S. President Joe Biden. The White House has dismissed them as“utterly false and complete fiction”. Construction of the Nord Stream 2 pipelines was completed in September 2021 and would have doubled the amount of cheap gas available to Germany and Western Europe. However, the project never went into operation after Germany shelved【搁置】it shortly before the start of the Russia-Ukraine conflict.The Schiller Institute’s Stephan Ossenkopp says this could be considered a terrorist act, if the conclusions of the investigation prove the accusation to be true.

Cheap Russian gas has been the lifeline for German production, chemical industry, households, etc.It really commands the German government, acts the German government stands up to the Americans and says you don’t treat partners, allies like that. You have to ratify the situation.You have to do something about it and there has to be a public investigation in the German parliament about it.

Russian Foreign Minister Sergey Lavrov said in an interview on Sunday that US officials essentially acknowledge that the explosions at the Nord Stream pipelines were US handiwork in their statements, and they talked about it with pleasure. According to Lavrov, the US decided to sabotage the pipelines since Russia and Germany cooperated“too well” during the past 20-30 years, establishing a powerful alliance based on Russian resources and German technology.
