The Ministry of Transport on Monday issued draft guidelines that encourage the use of autonomous cars in taxi services under certain conditions, in a move to help accelerate the commercialisation of self-driving vehicles.

The ministry said in the draft guidelines that it encourages the use of self-driving vehicles to provide taxi services under simple and relatively controllable conditions.

The guidelines suggested allowing self-driving vehicles to serve as buses on dedicated routes, but forbad autonomous driving vehicles to carry dangerous goods.

The document also noted that highly autonomous vehicles should have back-up drivers, and remote drivers or safety officers should be required for fully autonomous vehicles.

Last Monday, the southern Chinese metropolis of Shenzhen have also started allowing fully autonomous vehicles to run on certain roads as a local regulation on smart and internet-connected vehicles came into effect.

Several Chinese self-driving car companies have announced new investments and plans for self-driving taxi services.

Tech giant Baidu announced on Monday that it has secured China's first permits to offer fully driverless commercial robotaxi services to the public on open roads, marking a significant milestone for the autonomous ride-hailing industry. 

Apollo Go, Baidu's autonomous ride-hailing service, is now authorized to collect fares for robotaxi rides - without human drivers sitting in the car - in Chongqing and Wuhan.

Last week, Pony.ai said that it reached an agreement with ride-hailing firm Cao Cao Mobility to promote the broad deployment of self-driving taxi-hailing services.

8月8日，交通运输部发布《自动驾驶汽车运输安全服务指南（试行）》（征求意见稿）（以下简称《指南》），向社会公开征求意见。《指南》的推出旨在适应自动驾驶技术发展的趋势，鼓励和规范自动驾驶汽车在运输服务领域应用，进一步保障自动驾驶汽车的运输安全。

《指南》指出，在保障运输安全的前提下，鼓励在封闭式快速公交系统等场景使用自动驾驶汽车从事城市公共汽（电）车客运经营活动，在交通状况简单、条件相对可控的场景使用自动驾驶汽车从事出租汽车客运经营活动，在点对点干线公路运输、具有相对封闭道路等场景使用自动驾驶汽车从事道路普通货物运输经营活动。

在鼓励自动驾驶发展的同时，交通运输部也提出了相关规范。《指南》提出，从事运输经营的有条件自动驾驶和高度自动驾驶汽车应当配备驾驶员，从事运输经营的完全自动驾驶汽车应当配备远程驾驶员或安全员。

业内人士认为，该文件规范了自动驾驶汽车试运行的一些基本行为，明确了自动驾驶事故认定责任，为未来自动驾驶应用，尤其是对自动驾驶出租车未来的试点进行了规范和约束，进一步推动了自动驾驶场景应用落地。

《指南》公开征求意见，意味着自动驾驶商业化从单个城市、单个区域的试点，正在逐步扩大到全国范围。8月8日，重庆发布自动驾驶全无人商业化试点政策，百度独家获得首批无人化示范运营资格，“萝卜快跑”将在重庆正式开启车内无安全员的自动驾驶付费出行服务。此前，百度刚刚在武汉独家获批该牌照。

除此以外，北京、深圳等地也相继出台支持政策，鼓励自动驾驶、智能交通发展。如深圳8月1日开始施行《深圳经济特区智能网联汽车管理条例》，根据条例，完全自动驾驶的汽车可以不具有人工驾驶模式和相应装置，可以不配备驾驶人，在深圳交通管理部门划定的区域、路段行驶。

The Cyberspace Administration of China on Tuesday said on its official WeChat account that the top internet watchdog has taken down 12,000 social media accounts and cleared up over 51,000 pieces of illegal posts in a campaign to crack down on speculation involving crypto-currencies. Nearly 1000 Weibo and WeChat accounts that induced netizens to invest in illegal crypto-currencies and digital assets were shut down. In addition, over a hundred websites that were involved in promoting virtual currencies have also been closed down.

网信办集中整治涉虚拟货币炒作乱象：据“网信中国”微信公众号9日消息，国家网信办集中整治涉虚拟货币炒作乱象，已关闭1.2万个违规用户账号，清理“投资比特币轻松赚钱”等违规信息5.1万余条。对打诱导网民进行“虚拟货币”“虚拟资产”“数字资产”投资的989个微博、贴吧账号和微信公众号依法予以关闭。此外，指导地方网信部门约谈涉虚拟货币宣传炒作的经营主体500余家次，要求全面清理宣传炒作虚拟货币交易的信息内容。对专门为虚拟货币营销鼓吹、发布教程讲解跨境炒币、虚拟货币“挖矿”的“币头条”等105家网站平台相关部门依法予以关闭。

China on Monday published a plan to support the high-quality development of the home furnishing industry, in a bid to give full play to its important role in expanding domestic demand. The country aims to cultivate 15 high-level home furnishing industry clusters with different characteristics and build 500 smart experience centers by 2025, the Ministry of Industry and Information Technology said. 

2025年建立500家智能家居体验中心：8日工信部等四部门联合发布了《推进家居产业高质量发展行动方案》，以高质量供给引领创造消费为目标，提出到2025年，在家居产业培育15个高水平特色产业集群, 建立500家智能家居体验中心等。

Shanghai has made pioneering progress in its pursuit of all-around development over the past decade, according to a press briefing held Monday. The city's GDP increased from 2.13 trillion yuan in 2012 to 4.32 trillion yuan in 2021, while GDP per capita rose from $14,200 to $26,900. Over the past 10 years, Shanghai's urban function has achieved a new leap forward. The total transaction volume in the city's financial market has surged from 528 trillion yuan to 2,511 trillion yuan. Shanghai Port's container throughput has ranked first globally for 12 consecutive years.

Market regulators in Hainan Province on Monday warned businesses not to take advantage of the recent outbreak by spreading information about a price hike, hoarding, or other forms of speculation that disrupt market order. Offenders could be fined as much as 5 million yuan. Bundle sales and fake promotions that mislead and confuse consumers about prices are also banned. 

海南发布价格行为告诫书：8月8日，海南省市场监督管理局向省内各经营者及相关单位发布了提醒告诫书，提醒省内各经营者及相关单位，不得借疫情突发之机，捏造、散布涨价信息，哄抬价格，推动商品价格过高上涨，扰乱市场价格秩序。情节较重的可处100万元以上500万元以下的罚款，情节严重的，责令停业整顿，或者由市场监管部门吊销营业执照。

China's passenger vehicle market recorded robust growth in July with some 1.82 million passenger cars sold via retail channels, up 20.4 percent year on year, data from the China Passenger Car Association showed Tuesday. Sales of new energy vehicles jumped 1.2 times year on year, amounting to 486,000 units in July, with a penetration rate of 27 percent. The country's overall passenger car export volume reached 226,000 in July, a year-on-year increase of 76 percent, with NEVs export volume accounting 21.8 percent.

7月新能源车销量涨117%：8月9日，乘联会公布了最新乘用车产销数据。数据显示，今年7月，我国乘用车市场延续了6月的增长态势，零售销量达到181.8万辆，同比增长20.4%，是以往10年的次高增速。其中，新能源乘用车零售销量为48.6万辆，同比增长117.3%。新能源汽车国内零售渗透率为26.7%，较2021年7月14.8%的渗透率提升11.9个百分点。7月乘用车出口量为22.6万辆，同比增长76%，环比增长19%。其中，新能源车占出口总量的21.8%。

The retail oil in China is set for a fourth round of price cut starting midnight Tuesday, with gasoline falling 130 yuan per ton and diesel down 125 yuan per ton, according to the National Development and Reform Commission today. Car owners will be able to save up to 5 yuan to top up a 50-litre tank in a private car.  

成品油价今晚迎来“四连降”：9日下午，据国家发改委消息，自2022年8月9日24时起，国内汽、柴油价格（标准品，下同）每吨分别降低130元和125元。折合升价，92号汽油、95号汽油、0号柴油每升分别下调0.10元、0.11元、0.11元。消费者用油成本再度下降，加满一箱92号汽油将少花5元左右。

Bona Film Group, China's top-grossing movie producer and distributor, kicks off a listing on Shenzhen main board to raise 1.38 billion yuan on Monday. The Beijing-based group, which counts Alibaba Group Holding and Tencent Holdings among its investors, starts taking orders from investors for about 275 million new shares today, for 5.03 yuan apiece, the maker of Battle at Lake Changjin revealed on Monday. 

博纳影业今起申购：8日博纳影业发布首次公开发行股票招股说明书，于8月9日开启申购，发行价格确定为5.03元/股，预计募集资金总额约为13.83亿元。本次公开发行股票约2.75亿股，占发行后总股本的20%，拟登陆深市主板，保荐机构为华龙证券。

China Tourism Group Duty Free Corporation is planning to start bookbuilding on Friday which could raise up to $2.74 billion and would be the city's largest share sale in 2022. This is based on the company's Shanghai market value of 370.2 billion yuan on Monday, but a discount applied to Hong Kong secondary share sales is yet to be decided.

中国中免或最快周五上市：8日市场消息称，中国中免计划于本周五启动赴港上市，中国中免拟出售5%的股份，按照8日总市值约3,702亿元人民币推算，集资规模或高达27.4亿美元，若中国中免最终成功在香港上市，将是今年香港最大规模IPO。消息同时指出，中国中免在香港第二上市发行价或会有折扣，但目前尚未确定。

Jidu Auto, a joint venture between Chinese internet giant Baidu and carmaker Zhejiang Geely Holding Group, announced that its new Shanghai headquarters has officially opened on Monday. Jidu’s CEO said the company aims to reach an annual output of 800,000 vehicles by 2028. Jidu also plans to deliver its second model for mass production in 2024 after delivering its first model in the second half of next year. 

集度2028年产能达80万辆：8日百度旗下智能汽车品牌集度CEO夏一平表示，集度汽车即将发布首款汽车机器人量产车型的限定版，并将同步开启预订，预计于2023年下半年正式交付。集度汽车第二款车型的外观设计将在2022年底的广州车展亮相，预计于2024年开始交付。此外，夏一平宣布2028年集度将具备全年交付80万台汽车机器人的能力。

Meituan announced recently that a seven-day Meituan Bike pass will cost 15 yuan from Wednesday instead of 10 yuan. A one-month card is valued at 35 yuan as it used to be 25 yuan. A 90-day subscription will cost 90 yuan instead of 75 yuan. 

美团骑行卡10日起涨价：8日美团APP发布公告称，2022年8月10日23时起，美团单车骑行畅骑卡无折扣价将进行如下调整：7天卡无折扣价调整为15元；30天卡无折扣价调整为35元；90天卡无折扣价调整为90元。这三档骑行卡调价之前价格分别为10元、25元、60元。以此计算，三档涨幅分别为50%、40%、50%.

China's telecom giant China Unicom reported on Monday its total revenue climbed 7.4 percent yearly to 176 billion yuan in the first half of 2022, while net profit jumped 18.7 percent to stand at 10.9 billion yuan.  

中国联通上半年净利破百亿：中国联通8月8日在港交所公告，2022年上半年，公司营业收入实现1,762.6亿元，同比增长7.4%，每股基本盈利同比增长19.5%。净利润实现109.6亿元，同比增长18.9%，归属母公司净利润为47.86亿元，同比增长18.7%。

Luckin Coffee posted a 72.4 percent leap in revenue of 3.3 billion yuan in the second quarter from a year ago. The Chinese coffee house chain opened 615 new outlets in the second quarter, bringing the total to 7,195, according to its latest financial report released yesterday. 

瑞幸二季度收入大增七成：8月8日，瑞幸咖啡公布了2022年第二季度财报。财报显示，瑞幸咖啡第二季度的季度总净收入同比增长72.4%至32.987亿元人民币；Non-GAAP净利润为2.675亿元，远高于2021年同期的9200万元。同时，公司持续加快门店扩张步伐，本季度净新增615家门店，门店总数量达到7195家。此外，本季度月均交易客户数相比去年同期增长68.6%，达到2070万。

The Hong Kong Stock Exchange (HKEX) approved Alibaba’s application for conversion of its secondary listing status in Hong Kong to a primary listing, according to a filing to the exchange on Monday. The Chinese internet giant expected the primary conversion to be effective by the end of 2022.

阿里巴巴双重主要上市申请获确认：8月8日晚间，阿里巴巴港交所公告称，自愿转换为于香港联交所双重主要上市，且双重主要上市申请已获香港联交所确认。该公司预计，主要转换生效日期将于2022年底前生效。

Wrapping up with a quick look at the stock market

Chinese shares edged up on Tuesday led by energy and renewable energy stocks. By the close, the benchmark Shanghai Composite added 0.32 percent and the Shenzhen Component was up 0.24 percent. The Hang Seng Index closed down 0.21 and the TECH Index slid 0.93 percent.

周二A股三大指数震荡上升。截至收盘，上证指数涨0.32%，深证成指涨0.24%；创业板指涨0.71%。板块方面，先进封装（Chiplet）、TOPCON电池、煤炭开采加工、硅能源、燃气、光伏建筑一体化等板块涨幅居前。港股恒生指数收跌0.21%，恒生科技指数收跌0.93%。
