一、“十四五”国家老龄事业发展和养老服务体系规划|China Releases 5-Year Plan for Elderly Care Services

China's State Council has released a plan for the development of the country's elderly care services system during the 14th Five-Year Plan period (2021-2025), in its latest step to implement a national strategy to address population aging. The plan specifies major goals and tasks for the five-year period, including expanding elderly care services, improving the health support system for the elderly, and advancing innovative and integrated development of service models.

为贯彻落实积极应对人口老龄化国家战略，国务院日前印发《“十四五”国家老龄事业发展和养老服务体系规划》，明确了“十四五”时期的主要目标和工作任务，包括养老服务供给不断扩大，老年健康支撑体系更加健全，为老服务多业态创新融合发展等。

It lists nine major indicators, such as the number of elderly care beds and the ratio of nursing care beds in elderly care institutions, to mobilize society as a whole to actively respond to population aging.

《规划》还明确了养老服务床位总量、养老机构护理型床位占比等9个主要指标，推动全社会积极应对人口老龄化格局初步形成。

二、约会软件鼓励法国年轻人为大选投票|French Tinder Hooks up with NGO to Turn out Young Voters

Just a few days after Valentine’s Day, Tinder and the French NGO A voté made their liaison official, “to match Generation Z with voting”. The partnership kicked off on Thursday and will run through April 8 – two days before the first round of France’s presidential elections – and has one goal: to get more French youths to cast their votes.

In practice this means that, from now on, French Tinder users will see election ads pop up as they swipe the app while on the lookout for potential love interests.

Although the alliance might seem like a fun, new way to reach out to younger age groups, the campaign is a response to a serious issue in France: soaring abstention rates among young people.

A recent survey showed that 59 percent of French 18- to 30-year-olds who are registered to vote plan to abstain in the first round of the elections.

三、中国将与马来西亚相互实施RCEP协定税率|China to Adopt RCEP Tariffs on Malaysian Goods

As the Regional Comprehensive Economic Partnership goes into force in Malaysia on March 18, China will adopt the first-year tariff rates for member states of the Association of Southeast Asian Nations under the trade agreement on some imports from Malaysia, the Customs Tariff Commission of the State Council said.

《区域全面经济伙伴关系协定》（RCEP）将于2022年3月18日起对马来西亚开始生效实施。国务院关税税则委员会发布公告，自2022年3月18日起，对原产于马来西亚的部分进口货物实施RCEP东盟成员国所适用的第一年税率。

RCEP was signed in November 2020 by 15 Asia-Pacific countries, including China and the 10 member states of ASEAN. It has already taken effect in 11 member economies.

2020年11月，东盟十国以及中国等15个国家正式签署RCEP。截至目前，RCEP已对11国正式生效。

四、“十四五”退役军人服务和保障规划印发|China to Bolster Services, Support for Veterans

China has issued a plan to further bolster the high-quality development of services and support for retired servicemen during the 14th Five-Year Plan period (2021-2025). The main objectives are to improve assistance, work opportunities, pensions and preferential treatment for veterans, while better protecting their rights, interests and dignity, said the plan jointly issued by the general offices of the Communist Party of China (CPC) Central Committee, the State Council and the Central Military Commission.

为推动退役军人工作高质量发展，中共中央办公厅、国务院办公厅、中央军委办公厅日前印发《“十四五”退役军人服务和保障规划》）。《规划》提出服务保障能力明显提升、安置就业质量全面提高、抚恤优待制度更加健全、合法权益得到有力维护等主要目标。

To deliver on the goals, the plan outlines measures including improving the management system for veterans’ affairs, reforming the assistance system for veterans, supporting their employment and entrepreneurship, and advancing the system for the provision of pensions and preferential treatment.

《规划》部署了完善退役军人事务管理体系、深化退役军人安置制度改革、全面促进退役军人就业创业、健全抚恤优待保障制度等重点任务。
