1. CHINA’S NEW CARBON MARKET TURNS OVER CNY 7 BLN DURING 2021

全球最大碳市场！2021中国碳排放交易额达76亿人民币

China’s new national Emissions Trading System saw a turnover of 7.6 billion yuan（about 119 million dollar）in 2021, covering more than 2,000 companies which produced an estimated 4.5 billion tonnes of carbon dioxide.

2021年，中国全国碳排放市场交易额达76亿元人民币。该市场涵盖2000多家企业，产生约45亿吨二氧化碳。

After running local pilot projects for more than a decade, China launched its national emissions trading system last July, and the Ministry of Ecology and Environment【生态环境部】says it has replaced the Europe Union’s as the world’s largest. At the moment the system covers only the power sector, but there are plans to expand it to seven more high energy-intensive industries, including iron and steel and construction materials. 

经过十多年的地方试点后，中国于去年7月启动了全国碳排放权交易市场。生态环境部表示，中国已取代欧盟，成为拥有全球最大碳排放市场的国家。目前，中国碳市场仅涵盖电力行业领域，但未来计划将扩展到钢铁、建筑材料等另外七个高耗能行业。

China’s Ministry of Commerce says the value of China’s imports and exports of goods is forecast to reach 6 trillion US dollars in 2021, surging more than 20% year-on-year. That requires some fast work at the country’s ports, and Zhang Shixuan has been finding out how that fast work is getting even faster. 

中国商务部表示，2021年中国货物进出口总额预计达到6万亿美元，同比增长20%以上。取得如此辉煌的成绩离不开各个港口的高效运作。那么各个港口究竟如何进行高效率运作的呢？

This new batch【一批...】of containers has just passed its customs procedures, and has now been turned over to the 119 rail-mounted gantry cranes【龙门起重机】busy at the fourth phase of Shanghai’s Yangshan Deep Water Port. At more traditional ports, that would take 119 personnel to operate the cranes, but at this automated port, the whole task is being run remotely by just nine people, some of them sitting in an operations room 40 kilometeres away. Thanks to its smart operating systems, the fourth phase of the Yangshan port last year saw its container throughput jumping almost 35% to 5.7 million TEUs【标准箱】.

新一批集装箱刚通过海关检查，就已移交给上海洋山深水港四期工程，由119台不停运转的轨道龙门起重机进行后续操作。在传统港口中，这样的119台起重机需要119名人员来进行操作。然而，在这个自动化的港口，仅需要9个人进行远程操作便能够完成任务，而其中一些人甚至坐在40公里外的操作室中。得益于港口的智能操作系统，洋山港四期工程去年标准集装箱吞吐量达到570万箱，增长了近35%。

“After we began using the new technologies, we’ve saved 70 percent of our labor costs, and the average labor productivity is 213% of that of traditional ports. We’ve had a breakthrough in handling technologies. Previously, we could lift only one container in a single operation, but now a single lift can handle four boxes. The time for a single round is less than 120 seconds.” 自从使用了新技术以后，不但用工成本节约了70%，而且码头的人均劳动生产率达到了传统码头的213%。同时我们在装卸工艺上也有所突破，原来是一个单循环吊一个箱子，现在可以同时四个箱子。目前整个单循环时间已经能够控制在120秒以内了。

This year, another 2 remote control cranes will come into use at the fourth phase of the Yangshan Deep Water Port, which will enable the full use of all container yards here. Thanks to all the high efficiency【效率】, the container throughput of Shanghai ports surpassed more than 47 million Twenty-foot Equivalent Units last year, the world’s highest for 12 consecutive【连续的】years. 今年，另外2台遥控起重机将在洋山深水港四期正式投入使用，预计将实现这里所有集装箱场的充分利用。多亏了智能化的高效运作，上海港口去年的集装箱吞吐量超过4700万箱，连续12年达到世界最高水平。

“The almost 3,000 workers here work in special shifts. All frontline workers who go aboard the ships from from overseas are managed in a closed loop【闭环】. Our ports have set up centralized residences for them, and after their work period is over they are quarantined for 14 days before they can leave the ports.” 这里有将近3000名工人进行特殊轮班工作，所有从海外上船的一线工人都要实行专班闭环管理。港区设有集中居住点，在他们的工作期结束后，隔离14天方能离开港口。

The new Regional Comprehensive Economic Partnership【《区域全面经济伙伴关系协定》】which includes 10 ASEAN countries is certain to make Shanghai’s busy ports even busier.

10个东盟国家参与共同签署的《区域全面经济伙伴关系协定》势必会让上海本就忙碌的各个港口更加繁忙。

“The Southeast Asian area is one of the 3 major service zones of the Shanghai ports, with overall container throughput accounting for 12 or 13% of our ports’ total. So the RCEP taking effect should boost trade volume between China and Southeast Asia, and lift our container throughput. But there will be a new challenge for Shanghai ports in 2022 because there are no new additional coastal port resources. To better handle the potential increase of port operation tasks, we will be making some upgrades to our equipment and container yard resources.” 对上海港而言，东南亚航区是上海港三大航区之一，总吞吐量在12-13%之间。RCEP生效对促进东南亚贸易量有一定帮助，也会对港口吞吐量带来一定提升。对上海港而言，比较困难的是2022年没有增加新的码头岸线资源，因此为了应对港口作业量的增长，我们今年将会对一些港口的装卸机械（包括堆场资源）进行升级。

All that new freight means even more containers, and so Yangshan will be adding a new center to handle the empty containers waiting for turn-around this year, to be fully prepared for even more foreign trade.

所有新增的货运量就意味着需要更多的集装箱。因此，洋山港口做好了充分准备，预计将增添一个新的中心来处理等待转机的空集装箱，以此应对更多的对外贸易。

3. CHINA, KENYA TO STRENGTHENAND EXPAND PARTNERSHIP

王毅新年首访肯尼亚：中肯将携手加强合作共赢

China and Kenya pledged to strengthen cooperation and coordination on Covid-19, economic recovery and regional and international affairs during Chinese State Councilor and Foreign Minister Wang Yi’s visit to the country yesterday. Sun Siqi has more.

昨日，中国国务委员兼外交部长王毅访问肯尼亚期间表示，中国承诺将携手肯尼亚，加强在新冠肺炎、经济复苏以及地区和国际事务等方面的共同合作。

Wang said China will stand firmly with Africa to fight the pandemic, and that China is willing to strengthen solidarity and coordination with Kenya in international and multilateral affairs. Wang also introduced the "Initiative of Peaceful Development in the Horn of Africa" 【非洲之角和平发展构想】proposed by China. Describing this initiative as meeting the urgent needs of countries in the region, Kenyan President Uhuru Kenyatta said Kenya agrees completely and is willing to play a role in the initiative. After the talks, Wang was invited to attend the completion ceremony of the Chinese-built oil terminal at the port of Mombasa【蒙巴萨】with president Kenyatta.

王毅表示，中方将坚定不移地同非洲一起抗击疫情，愿在国际和多边事务中同肯尼亚加强团结协作。王毅还介绍了由中方提出的“非洲之角和平发展构想”的倡议。肯尼亚总统乌胡鲁·肯雅塔表示，该倡议满足了非洲各国的迫切需要，肯方完全同意此倡议，并愿在倡议中发挥积极作用。谈话结束后，王毅应邀同肯尼亚总统肯雅塔共同出席中方承建的蒙巴萨油码头竣工仪式。

Kenya was one of three stops on Wang’s three-nation tour in Africa.
