Plans unveiled for big data industry
'十四五'大数据产业发展规划发布

China on Tuesday unveiled a development plan for the big data industry during the 14th Five-Year Plan period (2021-2025). The scale of the country's big data industry will likely exceed 3 trillion yuan by the end of 2025, with a compound annual growth rate of around 25 percent, the Ministry of Industry and Information Technology said. 

工业和信息化部11月30日发布的《"十四五"大数据产业发展规划》提出，到2025年底，我国大数据产业测算规模突破3万亿元，年均复合增长率保持25%左右。

A market-oriented pricing mechanism for data as a key factor of production will be established by then, the ministry said, adding it would raise the social awareness of big data and incentivize advanced big data-powered products and services. China's big data sector saw rapid development during the past five years, with the scale exceeding 1 trillion yuan by 2020, ministry data showed.
数据要素价值评估体系初步建立，将提升社会对大数据认知水平，形成一批技术领先、应用广泛的大数据产品和服务。工信部数据显示，过去五年间，我国大数据产业快速起步，2020年大数据产业规模超过1万亿元。

WeChat removes barriers to external links
微信外链可在更多场景打开

WeChat, the popular messaging app of Tencent Holdings Ltd, is allowing users to directly access external links in one-on-one chats, the latest answer to Beijing's call to end monopoly and enhance connectivity among internet companies. WeChat said it is also testing e-commerce links from external sites to be accessible in group chats, which will go into effect successively. 
微信允许用户在一对一聊天场景中直接访问外部链接，这是该公司在监管部门提出停止垄断、促进互联网企业互联互通的要求下推出的最新举措。微信是腾讯旗下热门通讯应用软件。微信表示，正在群聊场景试行开放电商类外部链接直接访问功能，该功能将陆续生效。

In the revamp announced in September, WeChat enabled users to open external links in one-on-one chats, but users need to go through a redirect page prior to their destination. The current upgrade has scrapped the landing page. Users of Cloud QuickPass, the mobile payment service of UnionPay, can make payments by scanning WeChat Pay QR codes offline, and WeChat Pay users can do the same with QuickPass codes. QuickPass payment now supports some Tencent services, such as its music and video streaming apps, as well as WeChat mini-programs for WeChat Read, JD and Luckin.
9月份发布的调整措施中，微信已经允许用户在一对一聊天场景中访问外部链接，只不过用户点击链接后需通过一个跳转页面才能进入要访问的站点。此次升级省去了跳转页。微信支付已与银联云闪付App正式实现线下条码的互认互扫。腾讯旗下部分服务场景支持云闪付支付，包括QQ音乐、腾讯视频，以及微信读书、京东、瑞幸等小程序的部分场景。

WHO warns against blanket travel bans 
世卫不建议发布全面旅行禁令

The World Health Organization warned on Tuesday blanket travel bans will not prevent the international spread of the COVID-19 Omicron variant, even as dozens of countries have already introduced such restrictions. Although Omicron has been labeled a "variant of concern" by the WHO, it said blanket travel bans will only place a heavy burden on lives and livelihoods, while also "disincentivizing countries to report and share epidemiological and sequencing data." 
世界卫生组织11月30日说，全面旅行禁令无法阻止新冠变异病毒奥密克戎毒株的国际传播，目前全球已有数十个国家采取了限制旅行的措施。世卫组织表示，虽然他们将奥密克戎毒株列为"需要关注"的变异毒株，但全面旅行禁令只会给人民生活和生计造成沉重负担，抑制各国报告和分享新冠流行病学和测序数据的积极性。

The Omicron variant was first reported to the WHO by South Africa last week. So far, several countries and regions have confirmed cases of infection with Omicron. Dozens of countries have already tightened travel measures, and even suspended flights. 
继上周南非首次向世卫组织报告奥密克戎毒株后，截至目前已有多个国家和地区报告了奥密克戎毒株确诊病例。数十个国家收紧了旅行措施，甚至暂停了航班。

UNAIDS warns of AIDS-related deaths
未来10年770万人或死于艾滋病

UNAIDS issued a stark warning on Monday that if leaders fail to tackle inequalities the world could face 7.7 million AIDS-related deaths over the next 10 years. Some countries have made "remarkable progress" against AIDS. However, new HIV infections are not falling fast enough globally to stop the pandemic, with 1.5 million new HIV infections in 2020 and growing HIV infection rates in some countries. 
11月29日，联合国艾滋病规划署发出严厉警告，如果各国领导人不能解决不平等问题，未来10年，全球或有770万人死于艾滋病。一些国家在防治艾滋病方面取得了显著进展，但全球新增艾滋病毒感染人数的下降速度不足以阻止艾滋病的流行，全球2020年新增艾滋病感染病例150万例，一些国家的感染率呈现出明显上升趋势。

The message comes as the UN Children's Fund reported at least 310,000 children were newly infected with HIV in 2020, or one child every two minutes. Another 120,000 children died from AIDS-related causes during the same period, or one child every five minutes.
另据联合国儿童基金会统计，2020年全球至少31万儿童感染艾滋病毒，12万儿童死于艾滋病相关病因。这相当于每两分钟世界上就有一名儿童感染，每五分钟就有一名儿童因此死亡。
