Beijing 2022 Paralympic torch relay plan unveiled

Beijing kicked off the 100-day countdown to the 2022 Paralympic Winter Games with the unveiling of the Paralympic torch relay plan on Wednesday at the National Aquatics Center. Zhang Jiandong, vice mayor of Beijing and executive vice president of the Beijing Organizing Committee for the 2022 Olympic and Paralympic Winter Games, said that the Beijing 2022 Paralympic torch relay featuring about 600 torchbearers will be held during March 2 to 4 next year in the three competition zones of Beijing, Yanqing and Zhangjiakou. 
11月24日，在国家游泳中心举行的北京2022年冬残奥会倒计时100天主题活动上，北京2022年冬残奥会火炬接力路线正式对外发布。北京市副市长、北京冬奥组委执行副主席张建东表示，北京2022年冬残奥会火炬接力将于2022年3月2日至4日在北京、延庆、张家口三个赛区举行，届时将有约600名火炬手参与活动。

Management of special local government bonds refined

China will refine the management of special local government bonds, optimize utilization of the funds and strengthen their supervision, the State Council's executive meeting chaired by Premier Li Keqiang decided on Wednesday. Since the beginning of this year, in accordance with the newly added quota approved by the National People's Congress, local authorities have issued and utilized special local government bonds as appropriate, providing a strong underpinning for the development of key projects and major livelihood programs. 
国务院总理李克强11月24日主持召开国务院常务会议，部署完善地方政府专项债券管理，优化资金使用，严格资金监管。今年以来，各地按照全国人大批准的新增额度，合理发行运用地方政府专项债券，有力支持了重点项目和重大民生工程建设。

Government action plan promotes breastfeeding
母乳喂养促进行动计划印发

China will promote breastfeeding over the next five years by improving hospitals' consultancy services, public support facilities and protecting women's working rights during lactation, according to a plan released by the National Health Commission on Wednesday. Companies and administrative units will be required to ensure their female workers have access to maternity leave, and offer reasonable schedules for mothers who are breastfeeding, according to the action plan. 
近日，国家卫健委等部门印发《母乳喂养促进行动计划(2021-2025年)》。根据计划，未来五年，我国将通过强化医院咨询服务、公共设施建设以及保护哺乳期女职工权益等措施促进母乳喂养。计划提出，用人单位要确保女职工享受产假，合理安排哺乳期女职工的哺乳时间。

Mothers should have one hour for breastfeeding during work hours. Also, reducing salary or benefits, or laying off female workers due to breastfeeding is not allowed. Buildings that are over 10,000 square meters and frequented by children, traffic hubs, attractions and shopping malls with more than 10,000 daily visitors should be equipped with individual rooms for mothers. Supervision of baby products and medical units will also be enhanced.
用人单位应当在每天的劳动时间内为其安排1小时哺乳时间，不得因女职工哺乳降低其工资福利待遇、予以辞退或解除劳动(聘用)合同。经常有母婴逗留且建筑面积超过1万平方米或日客流量超过1万人的交通枢纽、商业中心、旅游景区等公共场所，建立独立母婴室。加强对婴儿产品以及医疗机构的监督。

Number of international students in US falls
美国新增国际学生人数骤降

All places of origin and regions saw declines in the number of students enrolled at US higher education institutions and online from abroad due to the COVID-19 pandemic, according to The Open Doors 2021 Report on International Educational Exchange, released Monday. The global pandemic primarily affected international students studying at a US university, or new international students. That segment declined by 46%, according to the report, launched by the US Department of State's Bureau of Educational and Cultural Affairs and the Institute of International Education. 
11月22日公布的《2021美国门户开放报告》显示，受新冠疫情影响，全球各地区赴美就读和在国外上网课的美国高校留学生人数均有下降。疫情主要影响美国大学新增国际学生数量。根据美国国务院教育与文化事务局和美国国际教育协会发布的报告，这类学生数量下降了46%。

China remained the top place of origin of all international students, contributing slightly more than one-third of the total 914,095 foreign students in the 2020-21 academic year. That overall number represented a decrease of 15% from the previous academic year, according to the annual report. International students contributed $39 billion to the US economy in 2020, of which $14.3 billion, or 36%, came from Chinese students, according to the US Department of Commerce.
