生物多样性大会通过'昆明宣言'

The Kunming Declaration was adopted Wednesday at the ongoing 15th meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15) in Kunming, Southwest China's Yunnan province. The Kunming Declaration is a political declaration and the main achievement of this conference. 
10月13日，联合国《生物多样性公约》第十五次缔约方大会第一阶段会议正式通过"昆明宣言"。"昆明宣言"是一个政治性宣言，是此次大会的主要成果。

The declaration commits to ensuring the development, adoption and implementation of an effective post-2020 global biodiversity framework to reverse the current loss of biodiversity and ensure that it is put on a path to recovery by 2030 at the latest, toward the full realization of the 2050 Vision of "Living in Harmony with Nature."
"昆明宣言"承诺，确保制定、通过和实施一个有效的"2020年后全球生物多样性框架"，以扭转当前生物多样性丧失趋势，并确保最迟在2030年使生物多样性走上恢复之路，进而全面实现人与自然和谐共生的2050年愿景。

China's foreign trade maintained robust growth with strong resilience and improved quality in the first three quarters of the year, backed by the country's steady economic development. China's total imports and exports expanded 22.7% year-on-year to 28.33 trillion yuan in the first three quarters of 2021, official data showed Wednesday. The figure marked an increase of 23.4% from the pre-epidemic level in 2019, according to the General Administration of Customs (GAC). 
今年前三季度，我国经济持续恢复发展，外贸进出口继续保持较快增长，韧性较足、稳中提质。海关总署10月13日发布的数据显示，今年前三季度我国货物贸易进出口总值28.33万亿元人民币，比去年同期增长22.7%，与2019年同期相比增长23.4%。

Both exports and imports continued double-digit growth in the first nine months of the year, surging 22.7% and 22.6% from a year earlier, respectively.

China is confident that it can ensure safe and stable coal and electricity supplies and sufficient residential heating for this winter and next spring, said Zhao Chenxin, secretary-general of the National Development and Reform Commission, at a news conference on Wednesday. With economic activity resuming globally, energy products in international markets have surged since the start of the year, and domestic supplies of coal and electricity in China have been tight, he said. In response to the situation, coal mines with the potential to incre ase output will be urged to tap into their production capacity as soon as possible. Approved and basically completed open-pit coal mines will be encouraged to begin operations, he added. 
10月13日，国家发展改革委秘书长赵辰昕在新闻发布会上表示，我国有信心确保今冬明春煤电安全稳定供应和居民供暖充足。赵辰昕表示，随着全球经济活动积极恢复，年初以来国际市场能源产品价格大幅上涨，国内煤电供应趋紧。针对这种情况，相关部门将共同推动具备增产潜力的煤矿尽快释放先进产能，加快已核准且基本建成的露天煤矿投产达产。

US House approves short-term debt limit increase

The US House of Representatives on Tuesday approved a bill to increase the nation's borrowing limit in the short term to avert a looming debt default, sending it to President Joe Biden's desk for his signature.
