第25题应该是选A(foster better driving behavior). 因为题目中原文意思应该是解决问题不仅仅是更好的设备,而是更好的社会刺激,后面就是良好的驾驶习惯之类的,话中貌似没有提到惩罚措施之类的,应该是选A吧。
