日本为新婚夫妇发补贴

Newly married couples can receive up to 600,000 yen to cover their rent and other costs to start a new life from next April if they live in a municipality adopting Japan's newlywed support program, government sources said Sunday. 

日本政府消息人士9月20日透露，居住在实施新婚补助计划的市町村的新婚夫妇，从2021年4月起可以获得最高60万日元(约合人民币3.9万元)的补贴来开启新生活，用以支付房租和其他费用。

To be eligible, both husband and wife will have to be under age 40 as of the registered date of marriage and have a combined income of less than 5.4 million yen, up from age 35 and 4.8 million yen under the current conditions for aid of up to 300,000 yen. 

申请人需满足以下条件：夫妻双方在登记结婚之日须未满40岁，且家庭收入低于540万日元(约合人民币35万元)。新规较目前的新婚补助条件有所放宽，当前这两项条件分别为登记结婚当日须未满35岁，家庭收入低于480万日元，补助金额则为30万日元。

Only 281 municipalities, or 15% of all cities, towns and villages in Japan, had adopted the program as of July as they must shoulder half the expenses. 

消息人士称，截至7月，日本国内实施该项目的有281个市町村，仅占所有市町村的15%左右，因为当地政府须承担一半的费用。

But to increase the number, the central government will bear two-thirds of the cost starting in fiscal year 2021, sources said. The program is part of government efforts to address the low birth rate.

消息人士称，为了提升该政策的覆盖率，中央政府将从2021财年起承担三分之二的费用。此项计划是日本政府为解决低出生率问题而推出的举措之一。

New York City diners may soon see a COVID-19 surcharge on their bills as the restaurant industry continues to suffer due to the coronavirus pandemic. 

由于新冠疫情，餐饮业的处境仍然艰难，纽约市的食客们可能很快就会在账单上看到一项新冠疫情附加费。

In a 46-2 vote, the New York City Council passed a bill on Sept 16 that would allow restaurants to charge as much as 10% to customers dining indoors or outdoors to help cover COVID-19 expenses. 

纽约市议会上9月16日以46票赞成、2票反对通过了一项法案，允许餐馆向在室内或室外就餐的顾客收取最高10%的费用，以弥补餐馆在新冠疫情期间的损失。

Labeled as a "COVID-19 recovery charge," the surcharge does not add to the bill's overall tax, nor does it apply to delivery or takeout orders. A restaurant implementing the surcharge is free to use the new funds however it likes, though it must also make it clear the surcharge is not a substitute for a tip or gratuity for waitstaff.

这项收费被称为"疫情恢复费"，不计入账单的计税总额，也不适用于外卖和外带食物。收取"疫情恢复费"的餐厅可自由支配这笔钱，但必须明确，这项收费不能替代给服务员的小费。

China's three newly established pilot free trade zones will further facilitate its high-level opening-up and boost high-quality growth through deeper reforms, especially in the areas of digital economy, high-end manufacturing and regional integration, experts said. 

专家表示，我国新设的3个自由贸易试验区将通过更深层次的改革探索，进一步促进高水平开放，提升高质量增长，尤其是在数字经济、高端制造业和区域融合等领域。

The State Council, the nation's Cabinet, released plans for the new pilot zones in Beijing and in Hunan and Anhui provinces on Monday, boosting the number of the country's FTZs to 21. 

9月21日，国务院印发北京、湖南、安徽自由贸易试验区总体方案，至此，全国自贸区数量增至21个。

Wang Shouwen, vice-minister of commerce, said the move shows the country's resolve to pursue high-level opening-up and ensure the safety and stability of industrial and supply chains. 

商务部副部长王受文表示，自贸试验区进一步扩容，显示了我国追求更高水平开放、确保产业和供应链安全稳定的决心。

China set up its first FTZ in Shanghai in 2013 to attract more foreign investment and promote trade and regional integration. Since then, the country has added 20 zones, including those in such diverse areas as the coastal provinces of Fujian and Guangdong and the inland provinces of Shaanxi and Sichuan.

China's Tianwen 1 Mars probe carried out its second midcourse correction maneuver on Sunday night, according to the China National Space Administration. 

据国家航天局消息，9月20日晚，我国的"天问一号"火星探测器完成第二次轨道中途修正。

The robotic spacecraft ran its four 120-Newton thrusters for 20 seconds at around 11 pm after receiving control signals from its ground controllers, the administration said in a statement on Monday morning. 

国家航天局9月21日上午发布声明称，9月20日晚11时许，在收到地面控制团队的控制信号后，"天问一号"探测器四台120N发动机同时点火，工作20秒，完成了轨道修正任务。

By Monday morning, Tianwen 1 had traveled 160 million kilometers in an Earth-Mars transfer trajectory toward the red planet and was nearly 19 million km from Earth, it added. China launched Tianwen 1, the country's first independent Mars mission, on July 23 at the Wenchang Space Launch Center in Hainan province, opening the nation's planetary exploration program.

截至9月21日上午，"天问一号"探测器已经在地火转移轨道上飞行了1.6亿公里，距离地球约1900万公里，仍在继续飞向火星。7月23日，我国首次独立火星探测任务"天问一号"探测器在海南省的文昌卫星发射中心成功发射，开启了我国行星探测任务的序幕。
