Promoting the human rights of persons with disabilitieshas been a key objective of U.S. P BO’s administration both at home and internationally.

一直以来，提升残疾人RQ都是 ABMZF 在 M 国国内和国际上的一个主要目标。

“Disability rights are not abstract concepts” wrote Secretary of State J K. “They are about thingsyou can see and touch that make a difference. They are about sidewalks withcurb cuts ; public buildings with accessible bathrooms; restaurants, stores,hotels, and universities with ramps and elevator access; buses with lifts; and trainplatforms with tactile strips.”

“残疾人的权利并非抽象概念，”国务 Q J K 这样写道。“残疾人的权利应该是我们看得见、摸得到的事物，并让我们的生活发生改变。它们应该是防止残疾人受伤的人行道；是公共大楼里专为残疾人而设的无障碍厕所；是餐厅、商店、旅店、大学里专设的斜坡与电梯进出口；是带专设梯的公交车；是火车平台上凹凸有致的胶条线”。

Judy  H  is the US’ first Special Advisor for International Disability Rights. She cameto the State D to help implement the U N Convention on the R of Persons withDisabilities -- which the U.ES. is a signatory to. During her tenure, she hasused diplomacy to promote disability rights worldwide:

“According to the World Bank and the World Health Organization atleast 15 percent of the world’s population havedisabilities…

When you are excluding a large percentage of apopulation, it has economic implications on the country, needless economicconsequences … We try to work both withcivil societies in other countries and gvmt to make them recognize thatdisabled people can make the same contributions as other people if thosebarriers are removed.”

如果刨去占比甚大的残疾人口，就会对国家经济造成影响，产生不必要的经济损失……我们试图与其他国家的民间社会和ZF合作，如果没有了当下的障碍，那么残疾人和其他人一样能够作出同样的贡献。”

Special Advisor  H, who is herself a wheelchair rider, has traveled to nearly 40 countries toengage gvmts and civil society on disability rights. Her team has worked toempower the voices of Disabled Peoples Organizations, helping them to helptheir gvmts draft laws that protect disabled persons from discrimination. Shehas worked within the S D to expand visitors and exchange programs so that gvmtand non-gvmtal representatives can learn first-hand how the Americans withDisabilities Act is implemented in the US.

特别顾问本人就是一名终日在轮椅上度过的残疾人，她已经走访了近40个国家，让那里的 ZF 和民间社会关注残疾RQ利。H 的团队一直致力为残疾人组织发声，帮助他们协助自己的 ZF 制定保护残疾人不受歧视的法律。 H 还努力在 GWY  内部实现通力合作，增加走访量和交流项目，以便其 ZF 和 FZF 代表能获得《M 残疾人法案》实施方式的第一手信息。

Special Advisor H  and her team have trained StateDepartment staff to create more inclusive environments in U.S. embassies and torecognize and document abuses of disability rights in some countries forinclusion in the Congressionally mandated Country Reports on Human RightsPractices.

H 及其团队还培训了GWY内部员工，以便这些员工能在M各个DSG中营造兼容并蓄的环境，并让这些员工能够识别和记录一些国家存在的《国家RQ报告》中指出的滥用残疾人RQ的行为。

“Our work,” said Special Advisor  H  “Is to encourage disabled people to fight for their rights, to givethem their needed information on how to do it … [and]to encourage gvmts to do ultimately what I think they realize is the rightthing.”

H 说，“我们的使命是鼓励残疾人为自己的权利抗争，给予残疾人抗争所需的必要信息……并鼓励各国ZF去走它们最终意识到的保护残疾人RQ的正途。”
