Nearly three years have passed since the public voted to leave the European Union. It was the biggest democratic exercise in out country’s history. I came to office on a promise to deliver on that verdict.

距英国人民投票决定脱离欧盟已经过去了近三年，这是我们英国历史上规模最大的民主运动。在我执政之初便作出承诺必将贯彻实现公投结果。

In March 2017, I triggered the Article 50 process for the UK to exit the EU, and Parliament supported it overwhelmingly. Two years on, MPs have been unable to agree on a way to implement the UK’s withdrawal. As a result, we will now not leave on time with a deal on 29 March.

2017年3月，我启动了里斯本条约第50条，正式开启了脱欧进程，当时英国议会以压倒性优势予以支持。但整整两年过去了，下雨医院却一直无法就如何实现脱欧达成一致意见。因此，我们无法在规定日期，即3月29日前带着协议脱离欧盟。

This delay is a matter of great personal regret for me. An of this I am absolutely sure: you the public have had enough. You are tired of the infighting. You are tried of the political games and the arcane procedural rows. Tired of MPs talking about nothing else but Brexit when you have real concerns about our children’s schools, out National Health Service, knife crime.

对于脱欧延期，我本人深表遗憾。与此同时，我也无比确信：英国人民早已无法忍受。你们厌倦了国家内讧；你们厌倦了政治游戏；厌倦了晦涩难懂的脱欧争端；更厌倦了议员们只谈脱欧，对其他问题闭口不提，民众真正忧虑的社会问题，比如孩子教育，医疗体系，持刀犯罪等却迟迟得不到重视。

You want this stage of the Brexit process to be over and done with. I agree, I am on your side. It is now time for MPs to decide. So today I have written to Donald Tusk, the President of the European Council to request a short extension of Article 50 up to the 30 June to give MPs the time to make a final choice.

民众真正希望的是这段脱欧进程能赶紧终了完结，我无比赞成，我与你们同甘共苦。是时候让议员们必须做出决定了。今天，我已经向欧洲理事会主席唐纳德·图斯克递交了信函，正式提出推迟脱欧的申请，将最终期限延至6月30日以便议员们有充分的时间做出最后的选择。

Do they want to leave the EU with a deal? Which delivers on the result of the referendum, that takes back control of our money, borders and laws while protecting jobs and our national security? Do they want to leave without a deal? Or do they not want to leave at all causing potentially irreparable damage to public trust, not just in this generation of politicians but to our entire democratic process? It is high time we made a decision!

他们到底想不想带着协议脱欧？想不想收回我们对财务、边境和法律的自主控制权并保障国内就业和国家安全？还是他们更希望无协议脱欧？或是根本不愿脱欧，想推翻公投投决定？这必将导致公信力的丧失，造成不可挽回的损失。不仅对我们政界人士丧失信任，更会对我国整个民主进程丧失信心！现在是时候我们必须做出决定了！

So far, Parliament has done everything possible to avoid making a choice. Motion after motion and amendment after amendment has been tabled without Parliament ever deciding what it wants. All MPs have been willing to say is what they do not want.

迄今为止，下议院同僚们都在尽一切可能规避做出选择，一份又一份动议，一份又一份修正案提交至下议院；所有议院嚷嚷着我不赞成这个，我不想要那个。但他们无法作出决定，无法给我肯定答案他们到底想要什么。

I passionately hope MPs will find a way to back the deal I have negotiated with the EU. A deal that delivers on the result of the referendum and is the very best deal negotiable. I will continue to work night and day to secure the support of my colleagues, the DUP and others for this deal. But I am not prepared to delay Brexit any further than 30 June.

我真心希望议员们能够找到方法支持我与欧盟达成的脱欧协议。只有这份脱欧协议才能真正兑现公投结果，也是切实可行的最佳协议。我将夜以继日地工作，以确保我的同僚们，北爱民主统一党以及其他歌派对这项协议的支持。作为首相，我本人并不准备将脱欧推迟至6月30日以后。

Some argue that I am making the wrong choice and I should ask for a longer extension to the end of the year or beyond to give more time for politicians to argue over the way forward. That would mean asking you to vote in European Elections nearly three years after our country decided to leave. What kind of message would that send?

有些人可能认为我这个决定是错误的，他们说正确决定应该是要求脱欧延期至年底或再往后推以便政客们有充分时间讨论脱欧下一步发展。这便意味着在英国人民做出脱欧决定近三年后，英国还不得不参加今年五月的欧洲大选。这又传达出怎样的讯息？

And just how bitter and divisive would that election campaign be at a time when the country desperately needs bringing back together? Some have suggested holding a second referendum, I don’t believe that is what you want, and it is not what I want. We asked you the question already and you gave us your answer. Now you want us to get on with it. And that is what I am determined to do.

在国家迫切需要我们所有人重新团结起来的时刻，我们却开始大搞竞选活动造成更多的痛苦和分裂！还有人提议说再举行一次脱欧公投，我相信，这居然不是英国人民想要的，也绝不是我想要的！我们已将脱欧选择摆在了英国人民面前，而你们也给出了答案。你们现在希望的是赶紧结束脱欧进程，而这也是我痛下决心必将完成的事业！
